MAIN PURPOSE OF JOB
The Senior Technical Advisor (STA) Data Analytics (DA) participates in the provision of technical assistance aimed at strengthening collection, analysis and use of data for decision making on procurement and supply chain management, rational use of medicines and medical products, regulatory system, pharmacovigilance and antimicrobial stewardship. S/he supports the Technical Director and Senior Technical Advisors in the design and implementation of technical activities at the Department of Health (DOH) and regional and local government levels to ensure the adequate contribution to MTaPs results. The STA-DA is also responsible for the implementation and evaluation of designated field activities, such as deployment of tools or implementation of facility and community based interventions. Under guidance from senior staff, s/he provides support to program quality reviews, reporting and knowledge management activities.
MAIN DUTIES AND RESPONSIBILITIES
1. Technical Support (40%)
In collaboration with MTaPS and DOH technical staff, facilitate the design, development and implementation of technical assistance on PSCM and PV related data collection, analysis, presentation and use in support to DOH and regional offices.
Conduct desk-based and field based data analysis and technical assistance activities including delivery of training in coordination with MTaPS senior technical staff and DOH offices.
Participate in the development of communication materials, presentations, articles, concept papers, abstracts and posters in the context of knowledge management and participate in the presentation of these products to various audiences and forums.
Provide writing and analytical assistance to produce special thematic reports, such as quantification, distribution planning, regular stock status reports, use case, and technical briefs documents.
In coordination with the MTaPS Management Information System (MIS) advisor and other senior technical staff, facilitate the design, development and implementation of PSCM-related data quality assurance mechanisms.
2. Capacity Building (30%)
Participate in human resource capacity assessments for data driven decision making; collaborate with MTaPS senior technical staff and DOH in the development and implementation of data use capacity building plan.
Conduct targeted training, mentorship and supportive supervision at regional and LGU level (when necessary) for developing and implementing supply chain information systems and procedures for sub-regional distribution of health commodities.
Attend technical and informational meetings when required and prepare related briefs for senior technical staff. Also, work with senior technical staff for developing MSH proposals and new assistance projects, as needed.
3. Monitoring, Evaluation, Leadership, and Strategic Decision Making (30%)
Participate in the design, development and implementation of pharmaceutical systems and supply chain assessment and strengthening activities including the development of tools, implementation of data collection and analysis; and data utilization plans; also assist in data interpretation, reporting and decision making.
Under the guidance of the Technical Director/Senior Technical Advisors, and in collaboration with the in-country Monitoring and Evaluation (M&E) team, support the development and implementation of specific M&E plans, including indicators. Participate in the review of designated program documentation and activity products ensuring quality of program deliverables.
Represent MTaPS in technical meetings with other USAID implementing partners as needed.
REQUIRED MINIMUM EDUCATION
Required: Bachelor's degree in a data management related field
Preferred: Graduate degree, such as a master's or doctorate
REQUIRED MINIMUM EXPERIENCE
Required:
Bachelor's and minimum 9 years of experience; or
Master's and minimum 7 years of experience.\
Preferred:
Specialized training and/or experience relating to pharmaceutical systems, supply chain management or pharmaceutical data analysis
Relevant experience in data analytics, research and health information systems in low and middle income countries, preferably in the Philippines and/or Southeast Asia countries.
KNOWLEDGE AND SKILLS
Ability to write technical reports and documents, and to make presentations in English is required.
Competency in the use of word processing programs, spreadsheets and database applications is required.
Excellent writing and presentation skills in English are essential
Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit
Ability to work independently and in team
Good judgment for decision making
Strong interpersonal and communication skills; ability in consensus building and constructively leading a team
