Job Purpose
The Integrative Research Support Platform brings together the various research support and operational services across IRRI including the Software Development, Data Management and Statistical Services (SDDMSS). The SDDMSS will work with Outcome Themes, develop, test and release software applications that translates science into ICT (Information and Communications Technology). Support the standardization, capture, storage and curation of data in centralized and accessible IRRI databases. Recommend and train data capture technologies.
A software project manager has the responsibility of ensuring that the products and services being developed are delivered on time with high quality. The role is responsible in ensuring that the requirements are defined, prioritized and ready for the development team. It is also the software project manager's responsibilities to schedule the actual development work, ensure that the key decision makers with a software project agree to plans and that the development team members know what is expected from them. They are responsible for ensuring that the agreed best practices of the project management and the development are in daily use within the team, as well as to be involved in improving the set practices.
A software project manager maintains staff by mentoring, orienting, and training employees. They promote and maintain a safe and secure work environment, which enables personal growth development and opportunities. They also contribute to the overall team effort by accomplishing related results as needed.
In addition to this, the project manager is a core team member in the development and implementation of a software application. They are involved in the day to day programming hence good software development skill is a necessary prerequisite. They also perform testing and code review when needed to ensure good quality of software applications.
This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
Lead a software development team
Lead the team by example
Organize the responsibilities and obligations of all team members
Prioritize design and development objectives within a defined scope
Supervise a team composed of specialist and junior specialists
Software development
Design and develop software solutions with the required documentation
Monitor and maintain existing applications
Perform testing and code review when needed
System analysis
Work closely with key customers, operations analysts and other stakeholders
Understand the real needs of the users or an operation
Write product requirements to develop solutions and improvements
Technical support
Provide technical software support to end-users, facilitate requests, and provide instructions
Train end-users on the use of or access to software and database
Project management
Plan and execute development roadmaps
Schedule and follow through development cycles
Create and implement efficient and transparent project management practices
Ensure sound return of investment (ROI)
Reports and monitoring
Produce documentations and materials such as reports, workflows, tables, and codes
Qualifications
Bachelor's degree in Computer Science, Computer Engineering or equivalent IT related course with minimum 6 - 7 years of relevant work experience
Master's degree in Computer Science, Computer Engineering or equivalent IT related course with minimum 3 - 5 years of relevant work experience
