FHI 360/Philippines is in search of candidates for SENIOR HUMAN RESOURCES (HR) OFFICER position to join the USAID's TB Innovations and Health Systems Strengthening project in the Philippines to be based at FHI360 Country Office in Makati City.
JOB SUMMARY: Reporting to the Human Resources Manager, the Senior Human Resources Officer will provide support in several functional areas including recruitment, employee relations, benefits administration, compensation, timekeeping & payroll and training & development. Interprets policies and practices. Ensures compliance with local labor laws and regulations relative to compensation, benefits, employment, payroll and worker's compensation as applicable. Addresses employee relations issues, such as new employee work complaints or other employee concerns. Ensures the professional conducts as per FHI360 professional conduct policies. Serves as a point of contact for team and managers with questions related to their personal employee information.
KEY RESPONSIBILITIES:
The Senior HR Officer will work with the HR Manager to provide operational support to implement effective and functional Human Resources (HR) processes for FHI 360 Philippines, in all functional areas.
Develop HR systems in assigned functional areas, e.g. Orientation Program, Recruitment Program, Benefits Program, etc.
Coordinate FHI 360's recruitment process and work with team members to ensure a smooth process flow from identification of a vacancy to the filling of that vacancy.
Work to enhance existing HR systems and processes in consultation with the HR Partner.
Use process development and maintenance to standardize work for efficiency and accuracy.
Develop systems approach to support various HR programs.
Apply professional HR practices and regulations to existing and new programs.
Develop new position descriptions and maintain all job descriptions for the office.
Study and analyze market and data trends and uses this information to formulate, implement, document, and evaluate processes, systems or programs.
Ensure day-to-day operations of HR-related functions are addressed in a timely, efficient, and proactive manner.
Ensure conformity with recruitment requirements and compliance with the rules and regulations.
Ensure effective payroll and benefits administration.
Coordinate employee wellness and welfare programs.
Provide regular briefings to country leadership, including the status of recruitment, training, leave balances, etc.
Provide technical assistance and monitoring to field administrative teams in the administration of their HR functions.
Ensure effective implementation and administration of HRIS i.e workday recruiting and TESS
Ensure effective management of the performance management process.
Contribute to the development and editing of policies and procedures.
Coach and mentor on HR functions, to include assessing and identifying development opportunities that strengthens HR's role in the organization.
Maintain a thorough awareness of developments in labor laws and legislation and advise management accordingly.
Perform other duties as assigned by management.
REQUIRED SKILLS:
Initiative and discretion in judging and managing confidential matters, materials and sensitive issues.
Familiarity with multiple program (i.e. donor) regulations on HR, including recruitment, remuneration, severance etc.
Strong knowledge in salary structure and development, benefits and compensation, surveys/bench marking and job evaluation systems.
Ability to execute detail-oriented work rapidly and with a high level of accuracy.
High degree of proficiency in written and spoken English communication, including presentation and training skills.
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
Typical office environment.
Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
Travel requirements; Less than 10%
EDUCATION/EXPERIENCE:
Bachelor's or Master's degree in Psychology, Human Resource Management or any related field.
Minimum of 5 years supervisory experience, and at least 7 years providing full range of HR administrative support in an office setting
Advanced knowledge in managing HRIS and Timekeeping systems particularly Workday and Deltek.- Costpoint and other government system requirements (i.e SSS, PHIC, HDMF and BIR)
Excellent analytical, interpersonal and computer (Excel and spreadsheet) skills are required.
Demonstrated success in multicultural environments is required.
Experience and good working knowledge of USAID regulations is an advantage.
