JOB SUMMARY
Reporting to PSARI General Manager, directly responsible in the determination of quantity estimates and construction cost derivations for all projects and regular budgetary cost updating.
PRINCIPAL DUTIES
1. Prepare the detailed bill of quantities, unit cost derivations, and budgetary cost estimates of all projects including repair and maintenance for management approval.
2. In coordination with the Supply Chain Management Department, conduct regular periodic material price canvassing to regularly validate the accuracy of all project budgetary cost estimates.
3. Regular updating of approved budgetary cost estimates to ensure that the costs are updated as basis for budgets and contracts to be award.
4. Conduct site inspection whenever necessary and coordinate with the respective Project Engineer/Facilities Engineer to validate actual material quantities used during construction and conduct time & motion studies to validate actual equipment and labor productivity rates.
5. Coordinate with Survey and Design to validate plans and specifications to ensure accurate quantity take-offs and unit price derivations.
6. Administer and document pre-bidding conference, bid abstract preparation and evaluation, bid clarification and will assist on bid negotiation.
7. Prepare the Notice of Award/ Notice to Proceed for negotiated bids for management approval
8. Maintain a contract monitoring log and conduct site inspection whenever necessary to validate contractor performance and compliance in accordance to contract provisions.
9. Maintain and orderly filing system and electronic archive for all signed contract documents and supplier/contractor billings.
10. Performs other task that may be assigned by the superior from time to time
Qualifications:
Licensed Civil Engineer
At least 5 years experience in estimating for Land Development and Vertical Construction, preferably with a reputable real estate company or PM/CM/QS Consultancy Firm.
With good oral and written communication skills.
Highly Computer literate in Microsoft office (i.e. word, excel, powerpoint) and AutoCad softwares.
