FHI 360/Philippines ( ) through Meeting Targets and Maintaining Epidemic Control (EpiC) project in the Philippines is seeking applications for the position of Senior Advisor for Community Engagement. EpiC is a five-year global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in Mega Manila to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and build capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs. In addition to the activities mentioned above EpiC Philippines will focus on expanding HIV case finding in the community, expansion of PrEP and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups.

The Senior Advisor Community Engagement will provide leadership on a wide spectrum of client-centered, differentiated service delivery strategies and interventions for people who are transgender (TG) and men who have sex with men (MSM), or LBTGI that will strengthen HIV prevention, care, treatment, and support across the cascade to help reach the 95:95:95 goals by 2030.
Position Description:
Lead and oversee community mobilization activities to address structural and social barriers to accessing services and fulfillment of rights of TG/MSM (LBTGI), skills development in community mobilization, and shaping policy.
Engage with key stakeholders to develop and implement a strategy for mentorship and capacity development in community mobilization, advocacy, gender, service delivery and organizational development.
Minimum Qualifications:
A minimum of a Bachelor's degree in Public Health, Health Administration, Management Social Work, or Business Administration with a focus on public health, social sciences, or related field highly desired; OR a minimum of 5 years of professional work experience in the field of Public Health and HIV;
A minimum of 3 years of progressively responsible experience in working on community engagement, mobilization, advocacy or related activities with Filipino MSM and TG;
Demonstrated ability to be able to effectively work with MSM and TG and effectively coordinate with a range of stakeholders including government, community and other civil society organizations, and the private sector;
Demonstrated working knowledge of U.S. Government program management regulations; and
Demonstrated written, presentation, communication and organizational skills in English. Advanced level of Tagalog is strongly preferred.
The position will be based in Manila, Philippines and work out of the FHI 360 Country office. Preference is for Filipino national candidates.
Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply
