Background and Purpose of the Assignment
Preparedness for Protection Southeast Asia is a regional action aimed at strengthening the resilience of conflict affected communities to face protection risks during disasters and crises. Given that there is already an extensive body of evidence that assesses and quantifies the costs and benefits of disaster preparedness and risk reduction related to disasters and impacts on services, infrastructure, and humans, much less research has focused on the value of pre-crisis disaster risk reduction (DRR) in mitigating protection risks after an emergency. It is in this context that one of the result areas of the Action is developing a methodology to assess the benefits of protection focused disaster risk reduction activities in improving protection outcomes after onset of a crisis.
IRC is looking for a consultant to support adapting a methodology to be used in measuring the change in protection violations during crises as a result of DRR-focused interventions. The consultant will support the finalization of a Protection Measurement Methodology and provide technical assistance and capacity building activities to IRC partners who will pilot the identified methodology in an identified location, tentatively planned to be in Mindanao, Philippines.
Scope of Work:
Under the direct supervision of the Project Director and in close collaboration with Airbel and Technical Advisors, the consultant will:
Support the finalization the draft Landscape Analysis and provide enhancement based on the comments of internal and external stakeholders;
Support the conduct of a validation/consultation workshop to identify the measurement methodology to be piloted;
Draft measurement methodology paper;
Design a workplan on the field testing of the measurement methodology
Provide technical assistance through training/coaching/mentoring to IRC partners who will implement the piloting of the measurement methodology in an identified location;
Document learning and lessons from the piloting activity for enhancement and possible replication;
Work with Regional Measurement Advisor to develop a MEAL plan for the pilot phase and track the agreed indicators as per the MEAL plan.
Support the Project director in the Development of a communications document (Mainly targeting ECHO) to drive the uptake and promotion of learning and share the success, challenges and recommendations about the piloting
Produce a final methodology paper to be critically reviewed by specialist peers;

Qualifications
Qualifications
Has protection experience, preferably in Asia and knowledge/expertise on protection-related issues in disaster and conflict-affected/fragile settings
Research methodology experience
Very strong writing skills (English)and significant writing experience
Previous experience in consulting and/or research desired
Knows how to train staff with different approaches (face-to-face/online, coaching, mentoring)
Fluent English speaking and writing ability
The ability to work productively and accurately in a consultative, fast-paced and demanding environment
