Background
Terre des Hommes Netherlands (TdH NL) is an international NGO that prevents child exploitation, rescues children from exploitative situations and ensures that these children can continue their development in a safe environment. In Asia, Terre des Hommes Netherlands works in , Laos, , , the , , , , and . We support children who are victims of exploitation with education, psychosocial support, legal assistance, care, job opportunities and medical care. We launch public and media campaigns to create awareness on the problem and carry out local research into the extent and nature of abuse and exploitation.
TdH NL in Asia focuses works within four child protection themes: the Commercial Sexual Exploitation of Children CSEC), the Worst Forms of Child Labour (WFCL), Child Trafficking and Migration (CTM), and Child Abuse (CA) in the form of Sexual and Reproductive Health Rights. As part of its multi-year strategic plan (2016-2020) Terre des Hommes Netherlands plans to increase its support to comprehensive programs addressing Child Exploitation in Asia. Currently we have 3 staff based in the country office in Manila, 5 based in Cebu, while other 4 staff based in Samar field office

General Characteristics
TdH NL is seeking an experienced Country Manager (CM) who will be based in Manila, the Philippines. The job profile of the CM is of a tactical nature. The CM bears the responsibility for realising departmental policy and applying HR, financial and organisational policy for one department in the short/medium term. Therefore, the CM has the authority to take decisions within the boundaries of the organisational policy and the available budget.
Objective of the function
The CM is responsible for realising the operational, policy, financial and HR objectives as a derivative of the organisational policy within one department or domain on the short and medium term.
Position in the organisation
The CM receives and accepts hierarchical leadership from the Head of Region. The CM provides hierarchical leadership to the employees within the country.

Result: Country Annual Strategic policy is developed and implemented so that clear and explicit objectives are formulated and realised for the country.
Work professionally within TdH NL policies and codes of conduct, including those related to child protection/safeguarding, confidentiality and ethical practice.
Develop clear goals that are consistent with agreed strategies and in line with budgets.
Work closely with the Head of Region to ensure goals and objectives are aligned with strategies.
Identify priority activities and assignments; adjust priorities as required.
Foresee risks and allow for contingencies when planning.
Possess a strong commitment to social justice and development of quality services within the field of child sexual abuse, exploitation and violence.
Manage employees
Result: Employees are guided and instructed so that they are motivated to execute their tasks efficiently and effectively.
Manage country team to ensure project goals and objectives are achieved.
Provide leadership and take responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
Empower staff to translate vision into results.
Regularly discusses performance and provides feedback and coaching to staff.

Establish and maintain relationships with a broad range of groups (government, CSOs, private sector and beneficiaries) to understand project needs and gain support.
Education
Academic (university) education at bachelor but preferably master level in International Development Studies, Social Studies
Experience and skills required
Minimum of ten years of work experience that combines strategic and managerial leadership in social development, business development or executive management. Preferably for an INGO, NGO, or governmental organisation, in the related field of child protection and safeguarding.
At least three years of leadership experience including supervising teams and managing budgets.
Fluency in written and oral English. Fluency in Filipino is desirable.
Excellent negotiating and communication skills and ability to mobilise support from a wide range of partners (public, private, government, civil society and community leaders).
Strong interpersonal skills and the ability to communicate and work well with diverse ethnic groups in the Philippines with particular age and gender sensitivity.
