Project Officer
Work Location: Malilipot and Guinobatan, Albay
Salary range: Php 25,000 - Php29,000
POSITION SUMMARY:
The Project Officer will be working both in the municipalities of Malilipot and Guinobatan in Albay province. He/She will be responsible for the project cycle management of "Mayon Volcano Emergency Response", working in emergency affected communities and to meet the objectives of improving the health and sanitation condition and practices of Internally Displaced Populations (IDPs). He/She will directly identify internally displaced children and support community-based Psychosocial Support (PSS) initiatives to improve their mental and physical well-being. The Project Officer will also help build resilience of vulnerable families by working with the stakeholders in identifying short-term alternative source of income. In the event of a major humanitarian emergency, the Project Officer will assist the Head Office DRRM Unit and will be expected to work outside the normal role profile.
Essential Responsibilities:
Project Implementation and Management
· Responsible for the timely, effective and efficient management of the project including temporary administrative and finance implementation;
· Develops necessary strategic documents concerning program planning, implementation and monitoring such as letters, plans, presentations, budget requisites, etc.;
· Manages the program budget and facilitates budget approvals and revisions as per GNIP's policies and procedures;
· Develops institutional and sustainability documents such as memorandum of agreements and/or memorandum of understandings;
· Prepares minutes of the meetings, reports, work plan, schedule, timeline, needed lists and similar documents;
· Ensures the participation and involvement of relevant stakeholders in project planning and implementation so that the process is inclusive, consultative, participatory and transparent;
· Ensures proper coordination of the program implementation among partners and stakeholders such as the Local Government of Malilipot and Guinobatan;
· Ensures the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project team;
· Provides leadership and uses problem-solving and conflict resolution in simple and complex project concerns and issues;
· Responds to inquiries regarding the project through written correspondence, mobile and email;
· Reinforces an environment of learning and knowledge sharing for and among staff within the project;
· Participates in brainstorming activities and team evaluation sessions to improve team's performance with Senior Manager;
· Collaborates and seeks guidance from Senior Manager and DRRM Team for the overall implementation of the project;
· Informs and discusses with the Head Office DRRM focal person and Senior Manager any difficulties and challenges of any kind arising during the day-to-day activities; and
· Responsible for other tasks and assignments given by top management from
time-to-time.
Finance and Administration
· Files Procurement Requests, Fund Requests and Settlement Reports as needed and on time;
· Ensures the adherence and implementation of financial accounting policies and procedures of GNIP in coordination with the Finance Department;
· Ensures budget execution that all deliverables will be executed within the given timeline;
· Contributes to the development of project procedures, cost saving measures, etc.
· Monitors designated fund utilization of the project;
· Contributes to the accurate and timely preparation of progress and financial reports;
· Safekeeps pertinent organizational documents such as but not limited to: budget work plan, contract, financial reports, vouchers, etc.;
· Ensures accuracy of report and safe keeping of essential attachments and/or documents in line with the project implementation such as but not limited to receipts, sales invoice and acknowledgement letters;
· Keeps and submits records and ensures all project-related financial documentation is well maintained and readily available when required to and from the Finance Department;
· Coordinates with possible suppliers for quotations and securing business documents; and
· Adheres to Finance Department's financial compliance policies for auditing and documentation.
Emergency Response
· In-charge of hazard monitoring and regularly updates the Head Office DRRM Unit of any condition that may affect the IDPs;
· Identifies the recipient IDPs of relief items for each evacuation camp;
· Checks and ensures the quality and completeness of items to be distributed to the IDPs;
· Ensures the safety and prioritization of vulnerable groups, e.g., PWDs, pregnant women, senior citizens, etc., during the distribution of items; and
· In-charge of the over-all safe flow of the distribution activity.
Psychosocial Support (PSS)
· Identifies and registers psychosocial needs of beneficiaries based on the criteria;
· Promotes the availability of psychosocial support sessions to children to alleviate their psychosocial difficulties;
· Participates in the creation of any material needed for PSS;
· Conducts assessment on capacity-building needs of the participants;
· Conducts Training of Trainers on PSS and be able to roll-out to IDPs; and
· Refers clients to other specialists or other institutions for further assistance, when necessary, in line with the available local referral pathways, to ensure effective and efficient case management process
Early Recovery
· Participates and contributes in the assessment, planning, development, and implementation of cash-for-work program for IDPs;
· Actively engages in the beneficiary selection process based on the criteria;
· Conducts key informant interviews among stakeholders and IDPs as needed; and
· Ensures that the budget for the cash-for-work program is properly managed, recorded and reported with required documentation
Protection from Sexual Exploitation and Abuse (PSEA) and Safeguarding Duties
· Report to Immediate Head within 24 hours any untoward incidents that occurred/witnessed within assigned work location/station and/or during working hours that might jeopardize the organization and/or employee's operation/reputation
· Follow through GN Code of Conduct, PSEA and SH and GN Child Safeguarding Policies and Guidelines
Qualifications
The post holder will require the following competencies, skills and experience:
· Graduate of any Social Sciences courses
· Preferably a resident of Albay
· Experience of humanitarian emergency response management
· Experience in project management in humanitarian response
· Experience in community capacity-building, facilitation and mobilization, disaster risk reduction and disaster risk management at grassroots levels
· Experience working with network of organizations on humanitarian response and rehabilitation
· Strong commitment to promote inclusion of vulnerable populations, e.g., children, Persons with Disabilities, etc. into humanitarian response
· Work experience with children and families
· Previous NGO experience
· Computer literate
