Chimera Enterprises International is seeking a Project Manager-Emergency Management to support the United States Coast Guard (USCG), Office of Emergency Management and Disaster Response (CG-OEM). The mission of the USCG Office of Emergency Management and Disaster Response (CG-OEM) is to develop policy for USCG emergency management planning, incident management and disaster response, exercises, and interagency cooperation. This position is responsible for project management and assistance with the full range of the USCG's Cycle of Preparedness which includes the following steps: Plan, Organize/Equip, Train, Exercise, and Evaluate/Improve.
Requirements:
MA/MS degree and over 10 years of experience
At least 10 years of experience in Emergency Management/Incident Management
Be or have been a certified project manager and have extensive experience in: contingency planning, exercise design and/or exercise policy, federal policy work, incident management/emergency management response, and knowledge management
Proficient on SharePoint and technical proficiency on Microsoft Suite products
United States Coast Guard Experience desired
Active Top Secret Clearance
Responsibilities involve project management as well as other responsibilities and may include, but are not limited to:
Manage, retain, replace and assign capable/qualified contractor personnel in a manner that meets all expressed contractual requirements.
Create project documentation such as project plan, business continuity plan, and progress reports.
Attend project meetings as required.
Research, develop, prepare, compile and submit quality deliverables.
Assist with strategic planning, expert advice and administrative task support associated with the development of new, and maintenance of current, USCG All Hazards - All Threats preparedness related doctrine, policy, program management, manuals, directives, and guidance.
Assist with program management of the overall USCG COOP program as well as the development, maintenance, and updates to a viable and executable all hazards COOP plan.
Assist with the Pandemic Influenza Preparedness Policy and assist with the Development and Implementation Support of a Multi-Year Training and Exercise Plan (MTEP).
Provide continuous support to improve the USCG's After Action Program.
Prepare quarterly and annual summaries of lessons learned
Assist in preparing detailed reports and analysis of topic-specific and time-sensitive summaries of lessons learned and Remedial Action Issue (RAI) content to inform commanders and staffs facing emergent contingency operations.
Assist in the design and development of evaluations plans and products, and assist in the analysis of data collected.
Support and assist in the development, refinement, and maintenance of preparedness/readiness measures and metrics to evaluate overall and unit specific preparedness.
Provide support and assistance of analysis and research into best practices, historical trends, and other measurement indicators.
Assist with the preparedness steps of Organize/Equip and Training.
