Mission and objectives:
The United Nations World Food Programme is the winner of the 2020 Nobel Peace Prize. WFP is the world's largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability, and prosperity for people recovering from conflict, disasters, and the impact of climate change.
Context:
The Philippines is among the world's most disaster-prone countries, being exposed to multiple hazards of high intensities including typhoons, floods, earthquakes, landslides, mudslides, volcanic eruptions, droughts, as well as sea level rise. The Government of the Philippines has put in place a strong legislative framework to decentralize disaster preparedness and response.
The United Nations World Food Programme in the Philippines supports the Government in the digitalization and transformation of multiple disaster management systems, including beneficiary and asset management systems used for emergency response operations.
The Project Manager (Digitalization) will work under the direct supervision of the Head of Emergency Preparedness and Response with the overall guidance of the Deputy Country Director. The Project Manager will benefit from additional guidance extended by the Head of Emergency Telecommunications, as well as regional and global experts. The Project Manager will be responsible for conducting business analysis, collaborating with multiple stakeholders to identify digital business solutions, and for coordinating teams of developers and procurement. The Project Manager will be exposed to software developers and latest technologies on multiple projects.
The Project Manager will be based at the Manila Country Office with occasional travel to the field.
Task description:
Under the direct supervision of the Head of Emergency Preparedness and response, and the overall guidance of the Deputy Country Director, the International Specialist will:
- Interact and collaborate with multiple government departments to understand their digitalization needs and identify appropriate solutions.
- Conduct assessments and analysis to support the budgeting, planning, and implementation of such solutions that are aligned with the digitalization needs of WFP partners.
- Provide direction and guidance to internal and external teams, including software developers, as they develop digital solutions that are fully compliant with WFP and IT industry standards and good practices.
- Work with relevant WFP departments to ensure documentation, compliance, and requisite approvals of solutions development.
- Support the procurement of TC/IT equipment and services which are in line with WFP rules and regulations.
- Identify training and capacity strengthening needs of WFP partners, and review/develop their skills/knowledge on the application of new software and hardware solutions.
- Coordinate with multiple stakeholders, including private firms and other UN agencies to network, align activities, and support possibilities of interagency collaboration in the fields of digitalization, IT, telecommunications, and business transformation.
- Provide guidance to technical and support staff, and assist them in completing tasks to agreed standards and deadlines.
- In times of disaster response operations, deploy to the field on short notice, including in support of the application of new software solutions.
Perform other related responsibilities and duties as required.
Results/expected outputs:
As an active WFP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WFP and its beneficiaries in the accomplishment of her/his functions, including:
At least two (2) digital management systems with approved digital solutions development
Signed agreements with government partners and software developers
Procured equipment, including software and hardware
At least two (2) technical workshops
Final assignment report with recommendations on strengthening current and future digital solutions.
Requirements:
Business Administration, Management, Software Development, Computer Science, Disaster Management or other relevant field.
At least five (5) years of experience in an applications development environment as a business analyst, systems developer, software manager, or project manager is desired.
Skills and knowledge in project management, business analysis, service design, software and systems development, management information systems is desired.
Knowledge of disaster management and humanitarian assistance is of advantage.
