As part of the Action Against Hunger Philippine Mission WASH and FSL intervention, the Project assistant will be in charge of all activities pertaining to safeguarding and improving the public health, nutrition and food security of the affected and the most vulnerable population. The post-holder is responsible for mobilizing and implementing FSL, WASH and NFI distribution in partnership with the MLGUs and other humanitarian actors ensuring synergy with on-going emergency response ensuring appropriate community involvement and delivery of essential services and ensuring positive acceptance of Action Against Hunger in the area of interventions
Key activities in your role will include
Objective 1. Emergency Response
Tasks:
FSL/WASH/NFI
Initial Rapid and Market Assessment in affected areas
Identify the emergency WASH needs and assist in the planning and implementation of the emergency WASH activities
Coordination with camps, communities, and Government staff at field level
Daily reporting and updates of field activities
Objective 2. Programming
Tasks:
WASH and FSL
To assist the team in planning, organizing, implementing and monitoring WASH and FSL response of Action Against Hunger Program.
Responsible for mobilization of communities, including project buy-in, identification of local resources, and management of community expectations.
To encourage and stimulate full participation by all community members, with special attention to those who are marginalized and overlooked in community decision making (inclusive approach) and develop trust, tolerance and cooperation among the community members through mobilizations process.
To collect relevant data required related to key indicators from the community and other stakeholders and prepare regular reports.
Organize & supervise the distribution of WASH NFIs, Shelter NFIs, and Cash for food.
Participate in any kind of survey required for the work of Action Against Hunger.
Specific to WASH emergency intervention:
Coordinate with MHO, BHWs and volunteers to facilitate hygiene promotion and nutrition sensitization
Conduct coaching sessions with trained BHWs on hygiene promotion
Mobilize and support BAWASA members/ WASH Task Force/MLGU to facilitate small repairs of WASH Infrastructure, water quality monitoring, disinfecting of wells and distribution of WASH NFI
Ensuring maximum utilization of water and sanitation facilities.
Monitor WASH programme indicators regularly on public health risk in coordination with relevant line agencies.
Objective 3: Reporting
Tasks:
Weekly (or each time necessary) written and oral report for line manager.
Report any damage to the project/project facility caused by natural or human-made calamity and properly record WASH -related field implementation progress
Archiving project technical documents systematically to facilitate organizational level learning, memory and reporting.
Consolidate technical reports of Action Against Hunger project teams and of partners
Objective 4: Security
Tasks:
Adhere to the Mission Reporting system and submit the reports requested on-time
Respect the Security rules of Action Against Hunger and coordinate with the Security Officer / Head of Project for any security issues relating to work
Report any security or other incidents in the field that may interrupt project activities directly to Base Security Officer / Deputy Head of Project.
Objective 5: Coordination:
Tasks:
Work with other team members of Action Against Hunger (WASH, FSL, DRR) working in the same communities, to ensure the integration and complementarity of the different sector of the intervention.
Ensure the inclusion of protection and gender, child protection, disaster risk reduction, environment and other crosscutting issues to the design, implementation and development of WASH and FSL activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, elderly, and persons with disabilities.
To perform any other work related activities as agreed with line management.
Do you meet the profile required criteria?
Training:
University graduate of the following relevant disciplines: Public Health, Community Development, Social science, ideally with relevant experience in emergency and humanitarian programs
Technical specific knowledge:
FSL
Knowledgeable in implementing Cash and Voucher, including In-kind, Assistance and conduct of Post-distribution monitoring.
WASH
Mobilization of the community conflict related issues in WASH activities.
Familiarity with WASH standard in the development and humanitarian context.
Ability to present concepts of WASH with other cross cutting themes like gender, protection and nutrition.
Familiarity with the local culture, ability to develop respect from a wide range of people and strong ability to communicate effectively on hygiene matters.
Familiarity with Build Back Better and Safer strategies.
Previous experience (years):
At least two (2) years' relevant experience and understanding of community mobilization in relation FSL, WASH and Shelter NFI emergency response
Humanitarian sector knowledge:
Has experience working in an emergency response (conflict setting desirable).
Knowledge and adherence to PSEA and other humanitarian standards
Organization knowledge:
Preferably with previous Action Against Hunger experience and health sector institutions
Languages:
Excellent English and Filipino language. Proficient in the local dialect (Bisaya, Maranao, Maguindanao) is an advantage.
IT systems:
Good knowledge of Microsoft Office package
