Job Description
The Procurement Project Buyer plays a major role in delivering projects start-ups and expansion. These major investments will increase significantly our production capacity, thus securing our business growth. He will be in charge of the procurement of equipment and installation services which is more than 50% of the total investment.
He will also handle the timely and cost-effective procurement of local and imported materials, supplies, or services related to construction activities. He is also responsible in looking for reliable vendors with outstanding after-sales service to reduce cost and improve effectiveness.
Key Responsibilities
1. Ensures compliance of the company's procurement policies and guidelines in all its buying activities;
2. Purchases capital and operational expenditures, supplies and services at best buy value but considering quality, availability and lead time;
3. Prepares and distributes bid invitations and request for proposals/quotations;
4. Negotiates in behalf of the company by evaluating the buying situation and makes the necessary recommendation for a buying decision;
5. Prepares and awards purchase once approved, prepares contract as necessary for the awarded requirement;
6. Monitors deliveries and payments of all items and progress of projects services handled;
7. Monitors and evaluates supplier product performance to come up with a reliable supplier/product base for current and future requirement;
8. Compiles and maintains records, generates regular reports of all purchases for filing and as may be required by management
9. Assists in contract draft preparation and execution
10. Assists in the importation of goods related to the project
11. Perform other tasks that would be given by the team leader
Qualifications
Education and Experience Requirements:
College graduate of any Engineering Courses (preferably Civil, Mechanical and Electrical)
With at least 3 years of experience in end to end procurement in a construction or logistics industry
Other Requirements:
1. Good project management skills.
2. Advance skills in ERP systems and Microsoft packages, in particular Excel.
3. Strong analytical and procurement skills (CPSM or MCIPS preferred but not required).
4. Excellent negotiating and influencing skills.
5. Experience in contract and risk management.
6. Excellent communications skills, strong people skills, team player.
7. Ability to read and understand technical drawings.
8. Integrity and high sense of urgency.
9. Ability to travel.
10. Superb numerical knowledge.
11. Knowledge in government regulations (e.g. DOE, DOF, BOI, BOC) pertaining to importations.
12. Language: English (other languages are a plus).
