Job Description
Summary
We are looking for Principal Commissioning Engineer, as a Commissioning Engineer, you will provide quality assurance during the commissioning of the Distribution System Operator's (DSO) network that is currently under construction and installation within NEOM. The Distribution System will be operated at voltage levels of up to an including 33kV, however, it is envisaged, that on occasions, this role may involve co ordination with the Transmission System Operator at Transmission voltages. The role will also involve the process of plant or asset shutdown and re-commissioning of assets after they have been taken out of service by O&M contractors for routine or major repair and maintenance.
Key Accountabilities And Responsibilities
Commissioning
Planning, inspection and QA of the commissioning of all primary equipment within Distribution and Secondary Substations.
Planning, inspection and QA of the commissioning of all OHLs.
Planning, inspection and QA of the commissioning of all HV/LV cables.
Planning, inspection and QA of the commissioning of secondary systems.
Planning, inspection and QA of the commissioning of Distribution Automation and Control systems including SCADA.
Supervising the planning, inspection and QA of the commissioning of mechanical systems.
Assist in the maintaining of overall project milestones by scheduling and supervising commissioning and pre-commissioning activities in line with overall project timelines.
Constantly monitor and report on progress of commissioning activities.
Review designs, supervise on site commissioning activities, monitor installations, outline procedures, guide testing processes as well as track progress of activities.
Preparation of commissioning requirements documentation.
Review and approve Quality Assurance and Quality Control (QA/QC) Plans.
Review and approve commissioning method statements.
Project Management
Act as a multi-discipline team member to support ENOWA's projects.
Monitor industry standards and technological advances, to ensure ENOWA is at the leading edge of commissioning methodologies.
Identify and progress suggestions and opportunities for process improvements which will enhance service delivery, seeking efficiencies and improvement at all times.
Standards and Guidance
Lead the development of standard commissioning documentation.
Partnership
Ensure effective working relationships and communications with other internal operational teams
Ensure that strong relationships are built between the team and our customers, in order that there is a clear understanding of their needs and any concerns which are to be addressed timeously
Background, Skills
A minimum experience of 7 years of relevant commissioning experience within a DSO environment.
Demonstrable experience in commissioning of AC OHL and Cables.
Demonstrable experience in commissioning of communication, automation, protection and control systems.
Demonstrable experience in commissioning of mechanical systems within Distribution Network Operators. Experience producing and maintaining commissioning schedules and commissioning procedures.
Familiarity with a wide range of testing protocols for Distribution plant and equipment.
Working knowledge of technologies and devices being used in telecommunication network for electricity utilities, including multiplexer technologies and networking switching system.
Working knowledge of protection and control schemes. Experienced in communications and interface between IEDs, RTUs, telecommunication devices and SCADA systems, including design, installation, commissioning, testing, maintenance, and repair of such systems.
Fully IT literate with an ability to embrace new systems and technology quickly.
Highly developed interpersonal and communication skills, a focus on efficiency, and enhanced multitasking abilities, combined with a can-do mentality are essential.
Qualifications
Minimum Bachelor's degree in Electrical Engineering.
