The position is assigned in the Portfolio Management Division (PFPM) within the Procurement, Portfolio and Financial Management Department (PPFD). In the area of portfolio management, PPFD is responsible for assessing the performance of ADB's portfolio, including preparation of the annual portfolio performance report, reporting on quarterly portfolio performance and project classification system, and conducting special studies; preparing regular and ad hoc reports on the status of ADB's portfolio; managing selected portfolio databases, including data entry and data quality assurance; supporting and managing ADB's automated project management systems; maintaining PPFD's website; providing technical and analytical portfolio management support to user departments; overseeing, administering and advising on Project Administration Instructions (PAIs); providing secretariat support to the Operations Review Meeting-Portfolio; leading interagency engagement on portfolio and project management issues including participation in multilateral development bank portfolio management meetings; commenting and advising, in coordination with the Strategy and Policy Department, on operational policies and procedures; and leading team capacity development efforts.

Job Purpose
The position plays a key role in: (i) analyzing, monitoring, coordinating, and managing sovereign portfolio data requirements on project approvals, commitments, implementation, procurement, and portfolio management; (ii) performing quality assurance function on portfolio data and reports produced by the unit for internal and external clients; (iii) managing PFPM's central information database used for ADB's portfolio performance reports, analysis, and special studies; (iv) supporting ADB's automation of project management systems and maintaining PPFD's website; and (v) support and advising on PAIs.
The incumbent will report to designated International Staff.
Responsibilities
Portfolio Data Analysis and Report Preparation (Sovereign)
Prepares portfolio information, analysis, and assist in performing quality assurance on key reports such as the Annual Portfolio Performance Report, Quarterly Portfolio Update, Operations Review Meetings, ADB's Annual Report and Country Fact Sheets, Country Assistance Program Evaluation, Country Performance Assessment, background papers of country portfolio reviews and country partnership strategy.
Provides quality assurance on data and support the preparation of reports on project approvals, commitments, implementation, procurement, and portfolio.
Prepares periodic and ad hoc reports to the Board, Management, regional and non-regional departments.
Provides data and analytical support for studies and research.
Examines requests for non-standard reports, determines the feasibility of automation, and coordinates to generate them in a timely manner.
Project administration
Facilitates support provided to user departments in updating the project performance report including project ratings, covenants, projections for contract awards and disbursements.
Provides relevant technical advice to queries from regional and non-regional departments.
Supports the review of unlocking request requirements for contract award and disbursements projections.
Provides advice on PAIs and contributes to the review and revision of PAIs, as necessary.
System Support and Management Information System
Provides technical support to operations staff on the use of systems relating to project administration and portfolio management (e.g., eOperations, Integrated Disbursement System (IDS)).
Assists in the development of the PFPM's central reporting database or data warehouse and dashboard for sovereign operations by contributing to the data analysis and requirements, integration, reporting requirements, and program testing.
Administers and manages PFPM's portfolio data and reports.
Coordinates with ITD and regional departments on the enhancements, identification, and resolution of system and data issues.
Coordinates with ITD on the development of new reporting requirements in line with the Digital Agenda and performs user acceptance testing prior to deployment and implementation to ensure consistency with PFPM's portfolio information.
Ensures timely update of database information.
Others
Guides and mentors staff within the team, including: assisting in planning, organizing and distributing work assignments; and in training staff.
Provides back-up support to the National Staff responsible for the area of assignment.
Performs any other duties that may be assigned or as reflected in the incumbent's workplan.
Relevant Experience & Requirements
Bachelor's degree in Accounting, Business Management/Administration, Engineering, Economics, Financial Management, or Computer Science; preferably with advanced training
At least 6 years relevant experience in the area of portfolio/project management and portfolio reporting, preferably in an operations department.
In-depth knowledge of ADB's portfolio management and project administration systems, project performance, portfolio indicators, data sources, definitions, and methodologies.
Detailed knowledge on ADB's financial systems (e.g., IDS, eOperations and eOperations Dashboard).
Proficiency in using Excel, ability to accurately work with large spreadsheets, and its functions and formulas.
Experience in managing databases or application.
Good knowledge of operations, business processes, and project administration.
Strong analytical and problem-solving skills that can be applied to generating statistical reports.
Strong ability to work well with numbers and details, while linking to the overall result/objective.
Good knowledge of statistical concepts, and methods.
Ability to guide administrative staff to facilitate work planning, delivery, and quality review.
Ability to work collaboratively with teams as a constructive team member.
Strong client orientation and able to effectively interact with staff at all levels within and outside the department.
Strong oral and written communications skills.
