Job Description:
Overview
The Philippines Sustainable Interventions for Biodiversity, Oceans, and Landscapes (SIBOL) Project, funded by the U.S. Agency for International Development (USAID) aims to improve the way that natural resources and the areas from which these are derived are governed and address the drivers of natural resources insecurity by addressing both the supply of and demand for natural resources. The Project, already on its fourth year over a 5-year life of project, is expected to help reduce environmental crimes and unsustainable environmental practices, sustainably manage the natural resources sector, and improve the governance of natural resources in the country.
The Policy Research and Governance Associate will be responsible for conducting policy research, writing, dissemination and technical assistance on matters pertaining to natural resource management, biodiversity conservation, sustainable landscapes and development, ecosystems services, resource governance, climate resilience, conflict resolution, environmental and wildlife crime enforcement and ensure that research results have been rolled out to key stakeholders
Responsibilities
Design, coordinate, facilitate, document and prepare the proceedings of activities related to policy and governance including training, planning, policy development, roundtable discussions, consultation meetings, surveys, focus group discussions, and research, among others.
Serve as SIBOL contact person and liaise/network with DENR, DA-BFAR, PCSDS, LGU offices, USAID, other USAID and donor projects, NGOs, POs, private sector and other stakeholders on matters pertaining to SIBOL implementation and policy and governance work.
Coordinate with the other members of the SIBOL team (the SA teams)
Draft letters/communications, activity design, activity reports, technical reports, and weekly updates
Prepare cash monitoring requirement (CMR), procurement requests and support other admin and finance requirements of the policy and governance team.
Prepare briefing materials, kits, PowerPoint presentations and similar technical materials.
Research, process, analyze, data and help draft/present policy and technical papers, studies, reviews, plans, assessments, position papers and advocacy materials.
Perform other functions not mentioned here but are deemed relevant and appropriate, upon the concurrence of the Governance Specialist, COP and/or DCOP.
Qualifications
Minimum Required Education and Experience
Bachelor's Degree and 5 years of experience, or Master's degree and 3 years of experience in Public Policy and Administration, Social Policy, Political Science, Development Economics and Management, Biology/Natural Sciences, and Natural Resources Management, Planning, Governance, Legal Studies, Communications, and related disciplines,
At least three (3) years of actual experience in conducting, coordinating, or assisting in the conduct of public policy, advocacy, and research work with national government agencies or local government units or groups/agencies that support government agencies; exposure on policy development, advocacy, communication and legislative processes either at executive or legislative levels will be an advantage,
At least three (3) years of experience in working and engaging with private sector/business groups, civil society organizations, academe and research/training institution, national government agencies/bodies with mandates or programs on natural resources management, biodiversity, fisheries, law enforcement, policy and legislation, among others preferred.
Must be familiar with key issues involving natural resource management, environmental conservation and protection, local economic development, institutional, administrative and governance structures with emphasis on devolution and decentralization,
Must have knowledge or experience in inter-agency or interlocal set-ups, national or regional networks and alliances and possess the ability to liaise with different public agencies, private organizations and donor community,
Must have strong analytical skills and ability to write in-depth, well-researched and cohesive reports, briefers, position papers and/or draft legal instruments.
Experience working in USAID or other international development agency- funded projects is an advantage.
