Policy Research and Governance Associate
Sustainable Interventions for Biodiversity, Oceans, and Landscapes (SIBOL) Activity
The Policy Research and Governance Associate will be responsible for conducting policy research, writing, dissemination and technical assistance on matters pertaining to natural resource management, biodiversity conservation, sustainable landscapes and development, ecosystems services, resource governance, climate resilience, conflict resolution, environmental and wildlife crime enforcement and ensure that research results have been rolled out to key stakeholders.
Responsibilities:
Conduct research on matters pertaining to natural resource management, biodiversity conservation, sustainable landscapes and development, ecosystems services, resource governance, climate resilience, conflict resolution, environmental and wildlife crime enforcement,
Design and/or implement primary and secondary baseline studies and surveys; conducts focus group discussions and key informant interviews,
Conduct, document and draft national and site Political Economy Analysis (PEA) reports; conducts executive or summary briefings, orientations and trainings with relevant partner agencies and stakeholders,
Research, analyze, prepare/draft and present key policy and technical papers, studies, reviews, assessments, position papers and briefers,
Facilitate, coordinate and document workshops and official discussions with national and local governments, community stakeholders, indigenous communities, upland farmers, fisherfolks, women and other vulnerable sectors,
Liaise, network and communicate with national, local and community officials, leaders and actors and project partners and stakeholders on matters pertaining to policy and governance,
Prepare, draft and finalise project outputs, reports, workshop proceedings and documentations, training and field visit/travel reports, and meeting/discussion notes,
Coordinate and/or assist Project technical specialists and team members as appropriate,
Perform other functions not mentioned here but deem relevant and appropriate, and upon concurrence of the COP and/or DCOP.
Qualifications:
Must have completed or acquired significant units of graduate course in Public Policy and Administration, Social Policy, Political Science, Development Economics and Management, Biology/Natural Sciences, and Natural Resources Management, Governance, Legal Studies, and related disciplines,
Must have at least five (5) years of actual experience in conducting or assisting in the conduct of public policy and research work with national government agencies or local government units or groups/agencies that support government agencies; exposure on policy development and legislative processes either at executive or legislative levels will be an advantage,
Must have at least three (3) years of experience in working and engaging with private sector/business groups, civil society organizations, national government agencies/bodies with mandates or programs on natural resources management, biodiversity, fisheries, law enforcement, policy and legislation, academe and research/training institutions, among others,
Must be familiar with key issues involving natural resource management, environmental conservation and protection, local economic development, institutional, administrative and governance structures with emphasis on devolution and decentralization,
Must have knowledge or experience in inter-agency or interlocal set-ups, national or regional networks and alliances and possess the ability to liaise with different public agencies, private organizations and donor community,
Must have strong analytical skills and ability to write in-depth, well-researched and cohesive reports, policy briefs, position papers and/or draft legal instruments,
Must have excellent communication and presentation skills and an ability to deliver clear, precise messages to different levels of audiences,
Must be proficient in facilitating group discussions and workshops and in conducting participatory planning processes; ability undertake process documentation is a plus,
Must be well organized, disciplined, results-oriented; an openness to be guided and minimally supervised; willingness to follow instructions; maintains objectivity and can articulate new ideas, informed opinions and insights clearly and; exercises diligence and punctuality in delivering quality work,
Must have strong working knowledge in use and application of MS Word, PowerPoint, Excel and MURAL/MIRO; strong understanding of the use social media/mobile applications is desired.
