Policy and Health Systems Advisor
Job Summary:
Reporting to the Policy and Health Systems Senior Advisor/HSS Team Lead and based in the Manila office, the Policy and Health Systems Advisor will work closely with the national technical teams and regional operational teams to implement TA interventions aimed at:
(1) improving capacity of national, regional and local health and non-health officials to understand and prioritize systems inputs related to health financing and provide the related enabling environment for sustaining the effective implementation of high-impact FP/MNH services as part of Universal Health Care;
(2) increasing financial risk protection and sustaining financing for FP/MNH and COVID-19 services and increased utilization of PhilHealth Funds to ensures availability of resources for FP/MNH and COVID-19 implementation and financial protection for women, children, and underserved population categories (e.g. GIDA, low income, etc.); and,
(3) identifying strategies to strengthen commodity security, supply tracking and management systems to ensure commodity security for women of reproductive age with unmet need for FP, and sustain FP service provision.
The Policy and Health Systems Advisor shall support the development and capacity building of DOHRO/PHO/LGU on related training tools, instruments, and mechanisms.

Essential Duties:
Support the design and development of TA tools and mechanisms and provide technical expertise on health financing and supply chain management which support the DOH, PHIC, POPCOM and LGUs in increasing financial risk protection;
Support TA implementation and build capacities of the three regional health systems advisors from Luzon, Visayas and Mindanao in the transfer of TA technologies and tools to health partners and stakeholders towards improved and sustained health financing in FP program implementation, and, as needed COVID-19 implementation;
Take the lead in packaging the capacity building TA support: (a) for CHDs/PHOs/CHOs in implementing UHC at the local level, with specific focus on (a) coverage and improving claims and availment of FP and COVID-19 benefits package and (b) identifying and addressing FP supply gaps in implementing UHC;
Serve as the point of collaboration internally and externally, including coordinating/collaborating with the USAID Implementing Partners working in the areas of health financing and supply chain management;
Manage a variety of programmatic, technical and operational deliverables and support the preparation of workplans, quarterly reports, annual reports and other relevant technical reports;
Support the review, evaluation, and development of local policies in support of sustainable solutions to local barriers to FP/MNH service provision, specifically in the areas of health financing;
Support the monitoring of project performance indicators for health financing and supply chain management (for both FP and COVID-19 engagements), and provide timely response to areas needing TA support;
Support scale-up of innovative, high-impact interventions in project sites;
Take the lead in the conduct of research and studies related to health financing and supply chain management;
Support monitoring of LGU commitments to local policies and highlight best practices with focus on health financing;
Build the capacities of the PHTOs, FP program managers and RLED, with the network of private providers in fully understanding the PhilHealth policy and requirements for accreditation and/or contracting;
Support assessment and documentation of LGU best practices and lessons learned; and ensure that best practices and lessons learned on health financing are captured and disseminated across the project;
As needed, serve as the representative of the Policy and Health Systems Senior Advisor/HSS Team Lead to clients, stakeholders, and partners, providing key inputs for technical analysis and decisions;
Perform other related duties and responsibilities as assigned.
Minimum Required Education & Experience
Master's degree in health economics, economics, public policy, public health, or any related course with at least 6 years work experience or Bachelor's degree in economics, public health, or any related course and at least 10 years of relevant work experience;
Minimum 8 years of progressive experience leading and implementing technical activities related to health financing and/or supply chain management, or the like;
Demonstrated experience in local health system strengthening in the Philippines, including provincial- or regional-level engagement with senior government stakeholders;
Experience in convening and forging effective working relationships with health and non-health sector actors and private sector stakeholders;
Additional experience in at least two of the following public health areas: policy research, health policy and advocacy, and/or health financing for universal health coverage.
Skills & Abilities
Demonstrated success in facilitation, training, and TA for health systems leaders and providers;
Demonstrated ability to create and maintain effective working relations with senior government officials, LGUs, NGO partners, donor agencies and community/facility partners;
Demonstrated ability to analyse and process health financing and public health data utilizing data analysis tools to inform policy and program strategies for health financing and/or supply chain management;
Ability to develop strategic relationships and establish strategic directions;
Ability to translate strategic priorities into operational tasks and timelines;
Ability to work with a team, empower, and delegate;
Ability to execute towards producing positive results;
Ability to influence network to accomplish common goals;
High level capability in using Microsoft Suite tools including Word, Powerpoint, Excel, and Outlook
Strong oral and written communication skills in English.
