Description
Responsibilities

Key Result #1: Resource Mobilization and Grant Management (60 % of the time)
A. Design and implement a resource mobilization plan and leads activities for funding sustainability;
B. Keep abreast of donors' thematic priorities, funding mechanisms, compliance, and reporting requirements;
C. Conduct donor mapping and intelligence gathering, and regularly updates the Executive Director on this topic;
D. Maintain in-depth knowledge of donor and fundraising trends in the Philippines;
E. Facilitates project design and proposal development phases in coordination with the Program, Finance, and M&E Unit;
F. Coordinate with ARO and GSC for technical assistance required before, during and, after the proposal development phase;
G. Supervise award management and supports donor, sub-grantee, and implementation teams with understanding the Grant/ Project Agreements and MoUs;
H. Facilitate agreement modifications and no-cost extensions requests to donors;
I. Finalize all narrative reports to donors of externally funded projects;
J. Ensure CO proposal development process is aligned with FH's global processes and procedures;
Key Result #2: Partnerships, Networking & Advocacy (25 % of the time)
A. Guarantee that all new donor partnerships and funding opportunities are in line with FH's Heartbeat and priorities;
B. Disseminate partnership criteria and methods of partnership development;
C. Ensure the use of tools and processes compliant with institutional requirements;
D. Ensure best practices are adopted, such as due diligence and SWOT analysis during partnership development, and monitor and evaluate sub-grantee/partners performance;
E. Demonstrates ethical approaches to improve practice with partners and sub-grantees;
F. Guide FHP's strategic advocacy efforts in the country and galvanize support to affect policies and legislative and executive priorities;
G. Work with the Technical Specialist and the Program Director to target networking activities with government agencies, INGOs, and community-based organizations for program development and consortium building;
Key Result #3: Team Management (10% of the time)
A. Provide support and guidance to the Unit and encourage a positive work environment;
B. Ensure the Unit works collaboratively with other Units during proposal development, campaign implementation; and partner engagement activities;
C. Provide coaching and mentoring to staff to develop skills and competencies;
D. Work with the Talent Development Specialist to best provide timely feedback and appropriate support to staff during performance settings and reviews.
Key Result #4: Personal Development and Learning (5 %)
A. Pursue ongoing training, professional and personal development in the form of seminars, conferences, and online learning opportunities.
B. Actively participating in any learning activities, i.e. participating in Community of Practice (CoP), facilitated by GSC and other relevant organizations, bring ideas/knowledge to share and take away new learning to share with the team.
Qualifications:
Education: Bachelors' Degree in English, Education, International Development, Social Sciences/ Social Work, or any related field. Graduates of other courses may be considered if he/ she has the experience and competency requirements of the post. A Masters' Degree would be an advantage.
Experience: Minimum experience of 5-8 years specifically in donor mapping, donor engagement, proposal development, and award management; Experience with client facing or external-oriented positions; Experience working with INGOs, preferably with development and/or relief organizations; Experience developing proposals in Education FSL, Health & Nutrition, Protection, and DRR; Experience managing a team for business development or fundraising; Background with fundraising and partnerships with corporate and/or individual donors (desirable); Experience using international development and human rights advocacy (desirable).
Supervisory Responsibilities: Carry out supervisory responsibilities following the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.
Language: Proficiency in spoken and written English and Tagalog. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
