How can you make a difference
Objectives
The objectives of this engagement is to develop the Philippines Social Protection Index and transfer knowledge to NEDA and PSA on its methodology. Specifically, * To scope the Philippine SP system and all available information needed in crafting the SPI methodology;
To develop a methodology for the computation of the SPI;
To produce a report (including a manual or tool) on the methodology for the SPI computation;
To compute for the SPI using available data and methodology developed;
To identify data gaps to be addressed and provide recommendations to improve computation of SPI; and
To conduct series of capacity building sessions to ensure knowledge transfer on SPI computation to concerned government agencies.
Scope of Work (Work Assignments/Tasks)
Under the supervision of the Social Policy Specialist and with over-all guidance from the Chief of Social Policy, and working closely with PSA and NEDA staff, the Consultant will under the following specific tasks: * Prepare an inception report for the research project in consultation with NEDA and PSA. The inception report should include proposed data requirements for the development of the SPI;
Undertake a comprehensive scoping of the country's social protection system from literature review as well as benchmark information on SP in other countries, and conduct of meetings, consultations, workshops, and/or focused group discussions with relevant agencies and other stakeholders which include the following outputs:
Data assessment of available statistics/indicators (but not limited to statistics/indicators identified in the approved Philippine SPSF) and identified data gaps/duplication, and prepare an assessment report; and
List of relevant statistics/indicators recommended for the development of the Philippine SPI;
Submit an accomplishment report after completion of each milestone;
Submit final draft of the SPI report for review and comments of NEDA and PSA;
Present to and gather comments from the Interagency Committee on Social Protection Statistics of the PSA on the proposed SPI methodology and incorporate the comments accordingly;
Submit the Final Report of the study; and
Conduct knowledge transfer sessions to NEDA, PSA, and UNICEF on the SPI. The series of sessions should at least include comprehensive discussion on: (a) the development process of the SPI methodology and hands-on activities on the SPI computation; and (b) methodology on adjusting SPI for future improvements.
As this a joint activity with NEDA and PSA, the consultant will be working closely with PSA. Consultant will accommodate at least two counterpart personnel from NEDA and PSA who shall be detailed to this project for the purpose of capacity building and technology transfer. NEDA and PSA shall make available their data to the consultant to enable analysis.

Deliverables
Inception report describing the overall plan of action and the timeline for the research project in consultation with the NEDA and PSA; also includes the articulation of the overall requirements of the project related to the proposed methodology, workplan of activities, and staffing requirements.
Interim report including an assessment report of the country's social protection system, draft data assessment of available statistics/indicators but not limited to statistics/indicators identified in the approved Philippine Social Protection Statistical Framework (SPSF), identified data gaps/duplication, and recommended list of relevant statistics/ indicators.
Developed SPI methodology and computed SPI.
Final Report on the methodology and computed SPI.
Actual conduct of sessions.
Qualifications and Competencies of Successful Consultant
Master's Degree in Economics, Statistics, Public Policy/Administration. * The consultant must have an extensive and comprehensive experience in index development and evaluation in the economic and social sectors, and on social protection sector.
Highly specialized in the social protection sector and/or statistics.
Extensive experience in index development and evaluation in the economic and social sector, and on social protection sector;
Active member of international and local statistical organization/s; and
Proofs of similar accomplishments undertaken by the Consultant within the last five (5) years should be submitted together with the proposal.
