Project Description
The United States Agency for International Development (USAID) US-Philippine Partnership for Skills, Innovation and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector and provide convergence platforms for local stakeholders to work together in achieving shared development goals.
In addition to working closely with the Commission on Higher Education (CHED), UPSKILL works with other key stakeholders mandated to support innovation and workforce development, increase engagements between HEIs and industry, and provide platforms of convergence for local stakeholders to work together in achieving shared goals in human capital development and innovation-led growth. UPSKILL will work with and support the National Innovation Council (NIC) and the NIC Secretariat in advancing the goals and objectives of the Philippine Innovation Act.
Responsibilities
Assignment Description
RTI International (RTI) is hiring a short-term senior-level Consultant to assist the National Innovation Council (NIC) Secretariat / National Economic and Development Authority (NEDA) Innovation staff in developing the National Innovation Monitoring and Evaluation Matrix (NIMEX). The NIMEX will facilitate the tracking and reporting of all interventions and results provided by government agencies. The NIMEX must articulate the following key elements at the minimum:
Monitoring and Evaluation Framework
Indicators across the results chain (including metadata on the GII sub-indices and indicators)
Specifically, metadata will cover:
Operational definition of indicators
Baseline and targets
Data sources
Frequency of reporting/data gathering
Unit/agency responsible
Responsibilities:
The Consultant is expected to perform the following tasks:
Draft write-up of the NIMEX and subsequent revisions until the NEDA Principals approve the document
Formulate M&E Framework and indicators
Serve as resource person during co-creation workshop consultations and inter-agency meetings
Validate and confirm with the NIC Secretariat and NEDA Principals the results chain, theoretical framework, and logic
Facilitate the process of culling out and identifying the critical indicators for tracking and measuring results
Formulate and recommend the necessary tools and instruments for gathering and collecting data as may be needed by the M&E framework
Guide the simulation of at least one round of data collection/reporting from concerned agencies and the analysis of results therefrom
Document the inputs and comments from relevant government agencies, the private sector, and during consultations.
Expected Deliverables:
Inception Report (the plan of activities, stakeholders to be consulted, a timeline of implementation
Draft M&E framework
Details of the framework, metadata, list of indicators, and templates for reporting;
Draft pre-final and final reports
List of indicators
Draft M&E Framework according to the agreed template with the NIC Secretariat;
Data gathering/report templates for data collection
Final recommendations report for processing/analyzing, storing, and reporting M&E data as gathered.
Qualifications
Masters degree and 10 years of experience or
Bachelors Degree and 12 years of experience
Proven experience in drafting and revising documents related to projects or programs, particularly in the context of development initiatives.
Significant experience in formulating Monitoring and Evaluation (M&E) frameworks and indicators.
Strong analytical and writing skills, with the ability to draft comprehensive documents like the NIMEX and M&E frameworks.
Excellent facilitation skills for guiding workshops, consultations, and meetings.
Effective communication skills to validate and confirm results chains, theoretical frameworks, and logic with NIC Secretariat and NEDA Principals.
Ability to work collaboratively with relevant government agencies and stakeholders during consultations and workshops.
