ABOUT WFP
The World Food Programme (WFP) is one of the leading aid agencies responding to Typhoon Rai-affected communities and families. Working alongside government and non-government partners, WFP has been supporting relief efforts, transporting family food packs, hygiene kits and other non-food items. WFP has also enabled emergency responders to quickly communicate and coordinate their response and connectivity by rolling out innovative mobile emergency telecommunications sets.
Over the next six months, WFP will supply lifesaving food aid to 250,000 typhoon-affected people and support emergency coordination and telecommunications to the broader typhoon response. To do so, WFP urgently needs a minimum of US$ 25.8 million in funding. To date, generous contributions have been received from the governments of Brazil, Ireland, and the United States, amongst others, as well as the United Nations Central Emergency Response Fund (CERF), and private sector donors.
Strategic outcome 1: Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency.
Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets.
Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets.
Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.
ORGANIZATIONAL CONTEXT
The Monitoring Assistant (MA) will directly report to the Programme Policy Officer/ Head of Cotabato sub-office. The incumbent is expected to produce organized and accurate technical work and reports. She/he will also provide guidance on standard practices to the other staff and counterparts in their area of work.
JOB PURPOSE
To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Verify the planned movements and distribution of cash-based transfer, food or non-food items, reporting issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity distributed and the quality of the operation is in line with WFP standards.
2. Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of cash-based transfer, food items or non-food items.
3. Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making.
4. Liaise with partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
5. Receive and collate comments and feedback from partners, beneficiaries, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
6. Provide guidance for partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
7. Conduct surveys, focus group discussions and in-depth interviews at the community level as well as with government partners
8. Prepare field mission reports to document programme implementation.
9. Follow set emergency response processes and procedures for emergency food assistance.
10. Perform other related duties as required

STANDARD MINIMUM QUALIFICATIONS
Education: University Graduate with bachelor's degree in business administration or other degree related to the area of work.
Experience: Four or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.
Knowledge & Skills:
- Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
- Knowledge of work routines and methods to complete processes under minimal supervision.
- Uses tact and courtesy to give and receive information to a wide range of individuals.
Language: Fluency in Filipino and English, both oral and written communication
