THE OPPORTUNITY
Plan International will implement THE BRIDGES PROJECT: Promoting Peace through Community-based Conflict Resolution and Empowerment of Young People. This is a three-year project that seeks to strengthen local capacity targeting both state and non-state actors in Maguindanao to resolve conflict and promote peace and non-violent approaches to resolving conflict. The project will be implemented in 30 barangays in the conflict-affected municipalities labeled as the SPMS box covering Datu Unsay, Datu Saudi Ampatuan, Datu Salibo including Pagatin, Shariff Aguak, Mamasapano, and Shariff Saydona Mustapha - all in the province of Maguindanao as part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The Monitoring and Evaluation Officer will be responsible for ensuring that the project's Monitoring, Evaluation, and Research (MER) plan is formulated, implemented, and updated as needed. He/She should ensure that the M&E framework is maximized in capturing, analyzing, and reporting relevant project information. He/She will also provide guidance to staff in project development and in community situation analysis, planning, monitoring, and evaluation processes through appropriate participatory and gender-responsive methods.
Further, as the Monitoring and Evaluation Officer:
You will lead in the development of baseline data for the project, in coordination with implementing partners.
You will facilitate the area assessments in the project target areas.
You will keep track of the progress of the project implementation (work and financial plan) of the project.
You will facilitate the participatory program review with staff and implementing partners.
You will coordinate with the project staff and implementing partners in gathering monthly reports, case stories, photo documentation.
Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas.
DO YOU HAVE WHAT IT TAKES?
To be successful in the role you will need among other things:
Degree in Social Science, Statistics, Social Work, Community Development, or another related course.
Has knowledge, training, and experience in project management, participatory research, and monitoring & evaluation methods especially involving girls and boys in the processes, project proposal development.
Minimum of five (5) years' experience in development work, and three (3) years' experience in conducting research, planning, developing, and managing community development work-related projects.
Previous work experience in similar projects and or organizations is an advantage.
