USAID/Philippines Better Access and Connectivity (BEACON) Activity’s primary goal is to promote better access and connectivity in the Philippines by (a) improving the quality of its Information and Communications Technology (ICT) and logistics infrastructure; (b) improving the enabling environment and regulatory governance for ICT and logistics investment; and (c) strengthening cybersecurity protections.
To support the associated MEL services on the BEACON activity, SoCha seeks a full-time, qualified MEL specialist.
Scope of Work:
The MEL Specialist will work with USAID/Philippines’ program and technical offices to:
Plan and coordinate implementation under the oversight of DCOP;
Develop data collection tools and integrate reporting system into adaptive program management cycle;
Train grantees and other relevant stakeholders on M&E data collection and reporting protocols; oversee data quality;
Coordinate semiannual learning activities, including Pause and Reflect sessions, with activity personnel, counterparts, private sector, and other stakeholders;
Contribute to Data Quality Audits on ad hoc basis; contribute to quarterly and annual reports;
Facilitate CLA activities and provide other MEL support as needed, assisting to embed CLA throughout the project cycle; and
Provide other MEL technical support as needed.
 
We are actively seeking a MEL Specialist with Experience in One or More of the Following Areas:
Performance Monitoring, including:
Developing performance monitoring plans
Designing and optimizing quantitative and qualitative indicators for international development projects
Evaluations
Designing or conducting performance or impact evaluations
Mixing qualitative and quantitative methods
Applying evaluation results to inform future programming
Collaboration, Learning, and Adapting
Coordinating with stakeholders
Hosting learning events for international development partners
Building institutional capacity and memory
Incentivizing learning and sharing
Facilitating learning events
In addition to the categories above, subject matter expertise in the following sectors is required:
ICT, logistics and infrastructure
Digital economy regulations
Cyber security
Telecommunication policy
Minimum qualifications and experience:
Bachelor degree in ICT, telecommunications or similar field;
Prior MEL experience on USAID projects;
USAID CLA experience is preferred and will be given priority;
Five (5) or more years of MEL experience on donor projects; and
Prior experience assessing impact of ICT and logistics reforms strongly preferred.
