Job Description
The role is responsible for development and execution of integrated value and access strategy - new market segment development, affordability, driving patient outcomes. Also responsible to lead development of market access strategies for both private and government market in Oncology and Vaccines; and help prioritize strategies leveraging policy development, Innovative access models, and health technology assessment to improve access to our medicines and vaccines.
Our Market Access team monitor population demographics and develop solutions to give patients access to our medicines. We act as both educators and advocates for our products, processes, and practices that help us revolutionize how our medicines create value in society.
Key Responsibilities
Drive local government engagement, patient programs and partnerships development
Develop strategy and business plan for Department of Health (DoH) and relevant stakeholders (Health Technology Assessment Division, Medical Societies / Experts, & NGOs) aligned with company and market access directions and priorities - (Scope - National, TA - Oncology/Vaccines/HAC)
Design and implement strategy dedicated to driving value and evidence summaries to support on-going and future health technology assessment.
Leverage cross-functional strategies and mobilize the necessary resources within the Company to deliver value for patients, decision makers, and other relevant stakeholders.
Identify the most relevant KPIs to understand the market dynamics and be capable of interpreting any market report
Co-lead external stakeholder engagement which includes Payers (PhilHealth, HMOs, Insurers), Evidence support (HTA, Medical Societies and other experts), Cross-functional team on matters related to evidence appraisal / studies on clinical effectiveness review / health economics.
Support access program manager operations and streamline policy, program support, communications and market access activities to drive broader, highly impactful value messaging
Stakeholder Engagement
Mapping of national key stakeholders (DoH , HTA, Medical Societies, Experts), local partners (e.g. LGUs) and other relevant partners to support value demonstration / analysis
Empowered leader and the local face of the company, partnering closely with all relevant stakeholders in government and private sector
System thinker with the ability to identify shared purpose among stakeholders and leverages this to co-create solutions with stakeholders in the ecosystem
Identify key opportunities for partnerships at the local level and align how best we can collaborate
Coordination/ Collaboration with Market Access Cross Functional Team
Lead organization-wide support on evidence summaries / generation on health economics and/or other related studies to support health technology assessment
Provide inputs to the formulation of plans to enable access and partnerships
Contribute in the assessment of effectiveness of planned activities and provide suggestion on how best to improve
Actively participates in Brand Plan process (situation analysis, strategy and activities definition, execution and follow-up)
Provide guidance on government sector opportunities post HTA-appraisal
Initiate development of government strategies for anticipated MSD medicines and vaccines in the Philippine National Formulary
Leverage existing national policies (UHC and NICCCA) to drive broader access of MSD medicines, particularly in the government / low-income Filipinos who may benefit from government subsidies
Anticipate future developments in policy and access environment to help shape medium- to long-term business aspiration
Conduct training and development initiatives for internal stakeholders related to market access, policy, others as needed.
Education
Essential - Graduate of a 4-year College Course with Post Graduate Studies (Health Related / Management)
Desired - Post Graduate Studies in Business, Pharmacy, Epidemiology / Public Health and/or allied
Experience
Stakeholder management with government, NGOs, academe, medical societies.
Experience on evidence appraisal / HTA
Experience on strategy development / market access and policy shaping
At least 10 years experience (academics combined) in market access / pharmaceutical policy development / public health
