Description:
The Talent Acquisition (TA) Transformation & Operations Enablement Lead is a strategic and support arm of the TA organization in APAC. This role will report directly to the TA Regional Leader and will functionally work side by side with the TA Country Leads in India, Philippines & Malaysia. In addition, the role will also have a functional working relationship with our Global TA COE team.
In summary, the role will own the following areas in APAC:
Data Management, Analytics & Reporting
Project Management
Financial Management
Management, improvements, implementation of processes, policies and tools
Internal and external audit activities
Management, organization and implementation of TA-specific training / learning programs
Onboarding Management - ownership of background checks, medical exams, pre-boarding & onboarding process improvements & execution)
Strategic sourcing - ownership of our Campus Hiring Programs, Partnership with Government Institutions, Professional Groups, NGOs and Diversity hiring.
Vendor Management - liaison with vendors and managing of contracts, invoices and payment processing
Duties & Responsibilities:
Creates and maintains regional and country-level operational reports needed by the TA team, business and other stakeholders. This includes but not limited to the Hiring Dashboard, monitoring of our performance vs TA Metrics, onboarding reports and rosters sent to businesses, background check / medical reports, TA headcount reports, Hiring growth reports, etc. business unit-specific and ad hoc reports.
Prepares data and deck for TA reviews with the business.
Maintains and monitors TA Performance Scorecards of teams and individuals.
Creates analysis of data based on business need.
Manages the data on APAC's financials such as budget, expenses and savings in consultation with and approval of the TA Regional Leader.
Manages the Project Management Office of TA APAC. Consolidates, reviews, and monitors projects being executed in the region.
Implements global changes on policy, process and tools to the APAC region.
Regularly reviews, manages and improves (at least annually) all TA processes, policies, access lists, tools, data repositories and assets in the region.
Handles the 1st level review and exception approvals on process & policies before routing for final approval to the Regional TA Leader.
Regularly reviews, maintains and update process & policy documentations, desktop procedures / SOPs, guidelines or job aides.
Maintains an inventory of exception approvals, cases and changes launched within the region.
Maintains all shared data repositories and sites created for APAC.
Leads the preparation, management and representation of TA APAC during internal and external audit activities.
Create, implement and monitor TA-specific training programs to be rolled out in APAC. Manages training records of all TA members in the region.
Owns the liaison / relationship with vendors executing background checks, medical exams, headhunting services and staff augmentation in TA. The role will also set up the performance scorecards of the vendors and conduct regular performance / business reviews.
Acts as the point of contact for all the reports being submitted by the vendors.
Handles invoices, payment processing and contract reviews for renewal and accreditation together with the regional and in-country procurement teams.
Creates, implements and manages a Campus Hiring Program and strategy for the Philippines, Malaysia and India.
Owns the relationship-building with government institutions, professional organizations, NGOs and other partners. Craft programs to create new / alternative talent pool from these groups.
Create, lead and implement the diversity hiring strategy for APAC.
Qualifications:
At least 5 years of work experience specializing in Talent Acquisition
Exposure and experience in data management, reports, operations enablement, TA governance, audit, sourcing and onboarding (preferred).
Has experience working in large multi-national companies, especially in the IT or BPO industries.
Has exposure working in a matrix-type of reporting line and working with virtual teams
Has experience working in a fast-paced environment
Has high attention to details
Good communication, organization and presentation skills
Has high energy and positive attitude towards change
Has experience in project management and end-to-end hiring process from sourcing to onboarding
Strong people management and relationship-building skills
Has good proficiency in using and navigating MS Office tools especially MS Excel & Powerpoint
Has knowledge and experience working with Applicant Tracking Systems
