Project Overview and Role:
The Madrasah Education Adviser will work with the Technical Working Group on Madrasah Education, the Office of the Directorate General on Madrasah Education within the MBHTE, other relevant offices and units in the Ministry of Basic, Higher and Technical Education (MBTHE), relevant bureaus of the Department of Education (DepEd)'s Central Office, and other key stakeholders, to strengthen Madrasah Education in the Bangsamoro in three areas: 1.) support Pathways to develop a Madrasah Education strategy, including initial assessment of the existing Madrasah Education system and capacities; 2.) advise BME on activities for this fiscal year; and 3) provide inputs to communications and engagement strategies related to madrasah education.
Key Deliverables:
Completion of Madrasah Education Assessment (including joining on-going research, review of key documents, and conducting interviews);
Completion of a Madrasah Education strategy for Pathways with clearly identified entry points on both accreditation and capacity building for the program, and a draft work plan for the first 18 months of implementation of the strategy;
Participation in relevant communications workshops and review of Communications and Engagement Strategies co-developed with MBHTE;
Conduct workshop (virtual or in person) and document results to provide advice to Bureau of Madaris Education (BME) on activities it can pursue for the remaining financial year;
Completion of a document that outlines guidance for Bureau of Madaris Education (BME) implementation of suggested actives for 2020.
Primary Duties and Responsibilities:

The responsibilities of the adviser may involve contact and working with children or young people.
Duties:
Conduct consultations with Pathways' staff, partners, Civil Society Organizations (CSOs) that already operate madaris, stakeholders and communities to ensure a fully inclusive and contextually grounded analysis of Madrasah Education in the BARMM as the basis for a Madrasah Education Strategy. Analysis would include desk review of Pathways' documentation and interviews with key informants. Analysis could consider, but not be limited to:
Alignment and quality of Madrasah Education Curriculum
Administrative issues for Madrasah Education
Legal/constitutional issues in relation to Madrasah Education
Capacity of teachers who work in Madaris
Accreditation of Madrasah Education
Madrasah education student learning achievement
Note: Pathways is currently conducting various pieces of research or review that relate to Madrasah Education. It would be expected that where possible, the adviser would join these ongoing projects for data collection (e.g. during focal group discussions), and use their outcomes. * Develop a Madrasah Education Strategy for the Pathways' Program, to include concepts, approaches, strategic entry points, and a draft work-plan for the first eighteen months. The Strategy is to be designed in close coordination with the MBHTE and other relevant stakeholders.
In collaboration with with the Pathways Communications Team, support MBHTE in developing key messages around Madrasah education.
Advice the Bureau of Madaris Education (BME) on activities they could conduct before the end of the fiscal year that would achieve the strategic intent on Madrasah Education.
Work closely with other Thematic Advisers in Pathways and provide advice on Annual Work Plan (AWP4) activities that are related to Madrasah Education (i.e RSMC Curriculum Review and Contextualization, Learning Continuity, In-service and Pre-service Teacher Professional Development, Access, Policy Review )
Required Qualifications:
Qualifications and Experience: The Madrasah Education Adviser will have the following qualifications and experience:
Graduate degree in education or relevant discipline is desirable;
Strong experience in leading and management of madrasah education programs; or related work;
Experience conducting assessments and developing strategies;
Strong understanding of issues and challenges on madrasah education in the country and in the Bangsamoro, as well as how to align madrasah education in the Philippines and Bangsamoro educational system;
Ability to think strategically and has extensive experience applying this in relation to madrasah education;
Ability to work collaboratively with multiple counterparts to achieve outstanding results;
Willingness to extend connections and networks for the use of Pathways' overarching goal and objectives; and
Excellent written and verbal communication, liaison and interpersonal skills; ability to engage effectively across diverse teams;
