How can you make a difference?
UNICEF Philippines is hiring a local consultant to join the Child Protection Unit to To support the Council for the Welfare of Children (CWC) in the finalization of the agency-specific protocols in handling CSAC for the following: Department of Education (DepEd) and Department of Health (DOH).
Scope of Work:
Under the supervision of the CP Officer, the consultant will have the following areas of major duties and key end results:
Desk/in-person research and review of related documents
Review as reference the existing protocols on CSAC including the Protocol on Monitoring, reporting and Response System on Grave Child Rights Violations (MRRS-GCRVSAC) and other agency guidelines and issuances related to CSAC.
Meet with DepEd and DOH to understand their roles/responsibilities in the coordination mechanism with other structures/concerns (e.g. the Monitoring and Reporting Mechanism on grave violations against children in situations of armed conflict managed by the United Nations Country Task Force on Monitoring and Reporting (UN CTFMR); interface with the juvenile justice system.
Facilitate and document consultation/bilateral meetings on the review and revision of the drafts with the DepEd and DOH.
Enhancement of the Content Outline of the Protocols
Conduct a detailed review of the existing document outline that maps the structure and contents of the Protocols which reflects the agreed objectives and the intended purpose of the Protocols in order to ensure the law's provisions are reflected in the finalized drafts
Review and revise the draft CSAC Handling Protocol of DepEd and DOH. As needed, assess for reference the agencies' existing policies, manuals and guidelines on monitoring, investigation, and case management of children/ clients.
Conduct consultation meetings with concerned agencies to present updated drafts for review and technical inputs.
Updating of the Protocols and Development of the Process Flowcharts
Update the draft Protocols based on the approved document outline.
Work closely with the DepEd and DOH, and members of the IAC CSAC Technical Working Group (TWG) in the updating/finalization of the Protocols.
Propose a program of activities for the Validation Workshop and present the draft protocol to the DepEd, DOH, and the IAC CSAC TWG.
Update the Protocols based on the inputs from the validation workshop.
Develop two (2) Individual Process Flowchart/Algorithm to provide a visual representation of the steps to be followed by DepEd and DOH in handling cases involving CSAC.
Submission of the Final Protocols
Convene concerned agencies to present the final drafts for review and technical inputs
Revise the drafts based on inputs provided by the concerned agencies.
Submit the Final Draft Protocols to DepEd and DOH; copy furnished to CWC and UNICEF
Deliverables
At least 2 coordination meetings with CWC, DepEd, and DOH
Levelling off and presentation of Draft 0
Updated drafts of DepEd and DOH CSAC Handling Protocol
Presentation of Draft 1 of the DepEd and DOH CSAC Handling Protocols

To qualify as an advocate for every child you will have...
A master's degree Public Administration, Social Sciences, or another related technical field or Juris Doctor * Eight (8) years of professional experience in some or the ff. areas:
Handling children's issues and concerns
Child protection
Technical knowledge on the issue of CSAC
Coordination mechanism and referral pathways for CSAC/Children in Conflict with the Law (CICL), both at the national and local level
RA 11188 and its Implementing Rules and Regulations (IRR), Inter-Agency Committee on CSAC (IAC CSAC) Handling Protocol on Monitoring, Reporting and Response System on Grave Child Rights Violations (MRRS-GCRVSAC), UN Guidelines on the Monitoring and Reporting Mechanism (MRM) on Grave Violations against Children in Situations of Armed Conflict, related domestic Child Protection Laws and the United Nations Convention on the Rights of the Child (UNCRC), and its Optional Protocol on the Involvement of Children in Armed Conflict
Fluency in English, both oral and written, is required; excellent drafting, formulation, reporting skills; fluency in local language is desirable
Experience working with government agencies and/or UN is a plus.
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
