The Company:
BCI Minerals Limited (ASX:BCI) ("BCI") is an Australian-based company that is developing a salt and potash business.
BCI is focused on rapidly advancing its 100% owned Mardie Salt & Potash Project, a potential Tier 1 project located on the West Pilbara coast in the centre of Australia's key salt production region.
Mardie aims to produce 4.4Mtpa of high-purity salt and 120ktpa of sulphate of potash fertiliser via solar evaporation of seawater. Using an inexhaustible resource and a production process driven mainly by natural solar and wind energy, Mardie is a sustainable opportunity to supply the salt and potash growth markets in Asia over many decades.
A definitive feasibility study was completed in June 2020 and construction is targeted to commence in mid-2021.
The Role:
Working out of BCI's Head Office situated in West Perth this role will assist in developing the Mardie Salt and Potash Project in line with the approved BCI Minerals strategy and business plan. Reporting to Manager Project Controls, the Lead Cost Engineer will support the Project team by ensuring that accurate and timely cost information is available as needed to facilitate effective and efficient decision making. You will:
Proactively analyse cost performance and trends, raise concerns, identify risks and issues and ensure costs are managed;
Plan, monitor and report the status of man-hours, indirect costs, and capital costs by applying the Company's cost management methodology, procedures, and systems. To assist in the day-to-day support of Project Management systems.
Key Responsibilities:
Maintain and update where necessary, the Project Management System applications including data entry, weekly reports, and general, transactional requirements.
Work within the work/cost breakdown structure for project.
Enter and maintain budgets and forecasts for project.
Work within the change control process for project.
Prepare up to date cost report showing approved budget, commitments, expenditures, forecasts, paid to date and amount outstanding.
Assist Project Controls Manager in preparing monthly reports with various costs reports.
Liaise with procurement and contracts team and provide budget allocations for packages of work.
Liaise with the Project and Area Managers to assist them to interrogate Contractor Preliminary Pre-Payment Certificate.
Action the project teams purchase requisitions and working closely with the Procurement and Accounts team resolving issues relating to the requisitions.
Reconcile progress invoices, data entry, preparation of progress payment certificate and carry out changes to commitments as required.
Assist with producing monthly Project reports.
Work with the Finance Team to establish weekly evaluation of work completed, goods received, and services rendered for invoice preparation and verification.
Preparation of project invoicing and data entry into Pronto accounting system.
Managing the Contract Operating Register and to communicate status of the contracts against the updated schedule.
Maintain comprehensive registers of financial approvals and variations.
Obtain approval of invoices in accordance with Authority Matrix.
Identify and implement continuous improvement processes.
Ensure costs are approved in accordance with the approved DOA.
Prepare and issue ad hoc cost reports requested by the Project Controls Manager or Project Director in a timely manner.
Proactively review project cost performance, reporting issues, risks and trends and ensuring these are managed and resolved.
About You:
BCI is seeking a suitably qualified candidate with 10+ years' experience in Cost Control Projects level, preferably within the resources sector.
The desired skills and experience required, include:
Degree qualification or equivalent experience in Project orientated Cost Management or Quantity Surveying.
Demonstrated experience in cost control projects.
Experience in working with project cost systems.
At least 10 years' experience in similar role, preferably within the mining sector.
Well-developed conceptual, analytical, and planning skills.
Advanced financial skills with considerable experience in preparing and managing budgets and cash flow management.
Well-developed negotiation and problem-solving skills.
Strong communication and interpersonal skills with the experience to effectively manage and resolve conflict between individuals and/or groups.
Advanced Microsoft Excel skills.
