Description
The Internal Audit Manager is the financial adviser of the board of Directors. He/She shall also be responsible for the development of annual audit plan and ensure the timely and effective execution of the audits and other work assigned.
Job Duties and Responsibilities:
1. Develops an annual audit plan to be approved by the Supervisory, Audit and Compliance Committees of the Board of Directors and ensures the regular and effective execution of the audit programs
2. Reports to the Supervisory, Audit and Compliance Committee of the Board of Directors the result of audit examinations
3. Recommends improvements in existing operating policies and procedures to correct actual or potential deficiencies or improve internal control
4. Conducts special audit as requested by the Board of Directors.
5. Conducts an independent review and evaluation to ensure that compliance issues/concerns within the Association are being properly evaluated, investigated and resolved.
6. Collaborates with other departments to resolve any compliance issues.
7. Monitors and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities.
8. Provides reports regularly and as directed or requested to keep the Supervisory, Audit and Compliance Committee of the Board and senior management informed of the operations and progress of compliance reports.
9. Institutes and maintains an effective compliance communication program for the organization including understanding of new existing compliance issues and related policies and procedures.
10. Works with the Human Resources Department and others as appropriate to develop an effective compliance training program including appropriate introductory training for new employees as well as ongoing training for all employees and managers.
11. Provides necessary training for all audit and compliance staff.
12. Performs other tasks assigned.
Develop and review internal audit infrastructure
a. Formulate internal audit charter
b.Design internal audit policies, procedures, working papers, templates;
c. Develops internal audit organization structure, job profile for each function as well as the skill set requirements for each position within the unit;
d.Development of internal audit infrastructure blue-print and development road map;
e. Improve the internal audit practices by reviewing and updating the adequacy of internal audit charter, policies, procedures, templates and skill set requirements for internal auditors on a regular basis.
2. Managing and Conducting the Internal Audit Function
a. Develop Audit plan using and taking into consideration the audit committee's expectations (specific requests), previous year audit results, risk exposure of branches, and other related risk factors;
b.Schedule and assign audits to auditors, ensuring the effective and efficient use of resources;
c. Review the relevance of the approved annual audit plan considering the internal and external dynamics (on a quarterly basis or shorter period;
d. Ensure the realization of the approved audit plan;
e. Conducts periodical audits according to the audit plan;
f. Ensure the quality of end-to-end internal audit process, results, and reports to meet the standards stipulated in the internal audit policies;
g.Perform continuous monitoring to recognize patterns and trends with risk and controls implications; and to identify emerging risks and develop test procedures to cover these risks.
h.Ensure completion of all audit assignments to provide independent, objective assurance to the Audit Committee;
i. Disseminate audit results (findings, issues, recommendations) to the head of operating units;
j. Work with external auditors for financial audit or other audit related activities
3. Managing the Internal Audit Department
a. Prepare annual work-plan and budget
b.Review the performance of internal audit staff
c. Motivate and inspire team members by providing them with the information and tools they need to do their job efficiently;
d. Develop competency development plan for auditors;
e. Monitor the realization of work-plan budget
4. Internal Consultancy, in Addition to Managing and Conducting Internal Audit Activities
a. Ensures the Association in meeting regulatory requirements;
b.Provide advice in internal control implementation by the operating units/process owners;
c. Promote and facilitate the implementation of risk management practices;
d. Performs risk assessments on key business activities and using this informationto guide what to cover in audits.
5. All other activities which might be required by the Executve Board and/or Board of Commisioners from time to time.
Skills and Qualifications:
1. The candidate must possess a degree in Accountancy and be a licensed public accountant.
2. He/she must have at least 5 years s of progressively responsible experience in internal and/or external audit environment, with audit experience within a complex financial services organization.
3. He/she must have knowledge of accounting theory, accounting standards, procedures and techniques required to perform audits.
4. He/she must have knowledge of higher education financial and reporting standards.
5. He/she must have proven supervisory skills to properly guide, encourage and monitor audit staff.
6. He/she must have demonstrated outstanding communication and interpersonal skills.
