JOB SUMMARY:
 
The HR Manager shall be responsible for the day-to-day operations of Human Resources and administration of Human Resources policies, procedures, programs and functions. Guides and manages the overall provision of Human Resources services, policies and programs for the company. He/She plans, leads, organizes, controls and executes the activities and functions of the Human Resources Department, which serves as the primary link between the management and employees by fostering positive relationships, increasing job satisfaction and meeting employee’s needs. 
 
The HR Manager originates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. She coordinates implementation and standardization of rules and regulations, services, policies, procedures and programs through Human Resources staff. He/She basically decides on HR matters and responsible for the effective management and smooth flow of HR Department. 
 
PRIMARY RESPONSIBILITIES: 
Participates in developing department’s goals and objectives. 
Assists with the tracking of departmental and company measurements that support the accomplishment of the company’s strategic goals. 
Familiarizes self with Corporate HR manual, prepares and maintains an HR Manual for the company including policies and procedures. 
Revises the HR Manual as needed. 
Prepares and maintains reports that are necessary and periodic reports for management, as necessary or requested. 
Participates in administrative staff meetings and attends other meetings and seminars as necessary and to represent the department. 
Participates on various committees to provide HR support and monitors activities & completion of goals. 
Prepares and updates total company labor cost budget. 
Compiles list of items required for office and clinic use. 
Prepares and updates total company labor cost monthly forecast.
Updates the Employee Handbook as needed and administers provision of the revised version to employees. 
Maintains and updates the Job descriptions of all positions in the company as needed. Administers the annual information of all employees 
Administers the annual submission of Code of Ethics to HR by Management and Supervisory staff in accordance with corporate policy. 
Develops and executes recruiting plans. 
Works with department heads on their requirements. 
Conducts pre-screening interviews. 
Leads the creation of recruiting and interviewing plan for each open position. Efficiently and effectively fills open positions. 
Develops a pool of qualified candidates. 
Oversees posting of vacancies at: 
Company Bulletin Board 
Job sites 
Creates contacts with different industries. 
Attends local professional and membership meetings. 
Aids communication in establishing a recognizable “employer of choice” reputation for the company both internally and externally and uses our Employer brand collaterals whenever appropriate. 
Coordinates college recruiting initiatives. 
Participates in job fairs for recruiting and company recognition. 
Develops working relationships with colleges to aid in recruiting. 
Gives presentations at colleges to increase college awareness of the company. Coordinates manpower requirement analysis on an annual basis. 
Conducts comparative manpower study. 
Recommends appropriate staffing levels for all departments. 
Prepares and maintains company salary structure. 
Recommends salary increase percentage for promoted staff. 
Conducts periodic salary survey within the industry. 
Administers benefits of employees and serves as liaison between employees and insurance brokers. 
Administers the clinics through close coordination with Clinic retainers as regards to the medical needs of the employees. 
Assists employees in all government claims and receivables. 
Conducts orientation for all new hires with regards to the Code of Discipline and Benefits. Ensures that staff locker rooms and other facilities are in excellent condition. Conducts consultation and information sharing meeting with Employee-Management Council (if there is any) on a regular basis. 
Participates in the conduct of administrative investigations when necessary. Advises/guides the managers and supervisors about the steps of progressive discipline system of the company. Counsels managers on employment issues. 
Administers and sets up the Focus Group to address the issues.
Actively promotes staff Social and Sports events. 
Counsels employees on job-related issues and where necessary on items of personal nature. Organizes a committee for annual staff party and staff outing respectively. Administers the semi-annual employee appraisal for rank and file employees and management development review for management staff. 
Administers employee concerns and complaints. 
Monitors the condition of the staff notice boards. 
Communicates and liaises with government agencies and officials such as SSS, Pag-IBIG, Philhealth, etc. 
Attends meetings conducted by several HR organizations such as PMAP (People Management Association of the Philippines), ECOP (Employee’s Confederation of the Philippines), etc. Organizes service awards ceremony for loyal employees. 
Oversees the timekeeping & Payroll administration every cut off. 
Opens and maintains a file for each employee. 
Maintains up-to-date personal records of all employees. 
Administers and maintains data base and electronic record system of employees. 
HUMAN RESOURCES: 
Identifies the training and development needs of the supervised department, and prepares and develops appropriate training plans to be administered. 
Ensures direct reports are engaged and motivated in their work. 
Mentors and coaches’ direct reports to improve their knowledge and skills. Ensures compliance of company policies and procedures especially on the code of conduct. Conducts exit interviews from the resigning direct report unless separating employee requests otherwise. 
Prepares and updates job description of direct reports. 
GENERAL: 
Performs any other duties or responsibilities as required by Management. 
RELATIONSHIPS:

Interacts with: HR Employees and Other Departments 
JOB QUALIFICATION:
Education Bachelor’s degree holder, preferably BS Psychology graduate or any other behavioral sciences course 
Work Experience 3 years experience as HR Generalist with broad knowledge in recruitment, compensation and benefits, employee relations and all facets of HR
Skills Computer literate 
With sufficient knowledge on Labor Code and other labor laws and benefits High degree of confidentiality 
Financial Knowledge 
Willingness and ability to work long hours 
Must have a good grasp of the English language and is proficient in writing and oral communications 
Self-starter
