Passerelles numériques (PN), a non-profit organization, is dedicated to enabling highly disadvantaged youths, through their abilities and their commitment, to access education and vocational training, in the sector of Information Technology. We work to build strong employability which will allow them and their families to sustainably escape poverty, and contribute to the social and economic development of their countries.
Established in Cambodia, the Philippines and Vietnam, Passerelles numériques currently trains around 500 students and employs around 100 people based in these three countries including a small team in France.
Passerelles numériques relies on the financial and skills sponsorship of several corporate partners such as Accenture, Econocom and Microsoft and also receives support from individual donors.
In the Philippines, Passerelles numériques started its mission in 2009, with a training center based in Cebu, in the central region of the Visayas. PN Philippines offers a two years and a half vocational training program for young people from underserved backgrounds.

HUMAN RESOURCES ADMINISTRATOR
Reporting to: Human Resources Manager
Status: Regular Employment

Context and Mission:
Passerelles numériques Philippines (PNP) was created 11 years ago with students ranging from 150-200 each year supported by around 30 employees under the overall supervision of the PN Philippines country representative.
In order to ensure the stability of the organization, the HR team manages the numerous needs of the employees. From staffing, compensation & benefits to performance management, training & development and law compliance, the team’s goal is to contribute to the sustainability of the organization.
PN in the Philippines is looking for a Human Resources Administrator to join our team and support the day-to-day activities of our HR department. The HR Administrator is someone who can act professionally at all times with the employees and the students. He/She finds balance between following the organization’s policy and being a counselor/ guide to the employees.
Duties and Responsibilities:
Reporting to the HR Manager, the HR Administrator will be assigned to:
Recruitment:
Prepare job ads and facilitate job postings for local positions
Schedule job interviews and contact candidates for local positions as needed
Prepare and amend when necessary HR documents (employment contracts, new hire guides)
Process pre-employment requirements and enrollment of newly hired employees in all government-mandated institutions when needed
Coordinate with PNVSCA and France Volontaires in processing requests and visas of foreign volunteers or staff
Staff Administrative management:
Participate in the contract and job ad writing
Manage the payroll of all employees and allowances of foreign staff
Handle and ensure mandatory monthly and annual reports to SSS, PHIC, PAG-IBIG & BIR
Responsible for processing loan applications, sickness/maternity/paternity notifications and reimbursements to proper government institution
Facilitate HMO enrollment and Annual Physical Examination of staff
Coordinate with DOLE or other government agencies whenever the need arise
Assist in the conduct of training/workshops
Answer employee questions and address employee concerns
Maintain the human resources database, keeping it on track and updated in both hard (201 files) and soft copies
Manage the Leave Management System (LMS) as well as the attendance in the google drive.
Other tasks:
Perform other job-related tasks or projects as assigned by the HR Manager
Skills and Experience:
EDUCATION
Graduate of Psychology, Business Administration major in Human Resource or any related field
PROFESSIONAL EXPERIENCE
At least 6 months relevant experience in Human Resources
SKILLS
Has strong interpersonal and teamwork skills; able to deal effectively with all levels of the organization
Able to work accurately and keep an eye on details
Able to multitask, prioritize and manage time efficiently
Resourceful and positive thinker
Preferably knowledgeable about the Philippine Labor Law
Proficient in Google Suite and Microsoft Office applications
Has a high interest and motivation to be part of an NGO
LANGUAGES
Strong English written and speaking skills
