HR AND ADMINISTRATION SUPERVISOR
 
Description
 
Ensure high standards of efficiency and effectiveness in fulfilling the services of HR and Administration Department specifically meeting manpower requirement, controlling personnel attrition, complying to government labor regulations and employment standards, increasing employee satisfaction index vis-à-vis employee retention, and effectively enforcing company policies, rules, and regulations for organizational harmony and productivity. Make AFSI employees feel happy, satisfied, and gratified in their employment with the company ingrained with the principles of good stewardship. 
 
Functional Duties and Responsibilities

Understands and appreciates fully well the vision, mission and values of the company and keeps abreast of its business operations and organizational culture.
Maintains a good grasp of the national/regional labor standards and sound HR practices applicable in the region to determine the kind of programs that are suitable for its growth and development.
Comprehends, implements, evaluates and updates the company’s HR and Administration policy manual and aligns those with Philippine labor laws, other government regulatory bodies and local government ordinances.
Leads in the management process of determining manning requirements, manpower budgets (headcount to be included in the company’s plantilla, salaries, benefits, and provisional performance merit increases or wage adjustments).
Leads in analyzing, designing, and communicating organizational structures.
Formulates and maintains a complete and updated record of Job Descriptions in collaboration with concerned department heads, supervisors, and approving authorities.
Supervises the recruitment staff in analyzing and interpreting the manpower budget, manpower requirements and headcount reports to come up with sound recruitment strategies and methods as well as to regularly provide management with relevant data of manpower fulfillment and movements.
Organizes the staff and their work plans and helps them manage and adapt to changes in operating conditions, operational requirements, and strategic direction.
Works with superior/s (and consultant, case to case basis) in formulating programs to manage attrition, analyzing training needs, formulating career development programs, implementing performance management and salary administration systems.
Monitors the implementation of the standard operating procedures of HRA Department:
Reviews, analyzes, and monitors the implementation of the work plans of HRA staff.
Guides and monitors HR staff in processing Personnel Requisition Forms (PRF) submitted to HR and sees through its approval.
Mentors and coaches the HR Staff in charge of analyzing the job contents and verifying entries with concerned parties for collaboration on the search for talents.
Checks, monitors and audits regularly the department’s compliance on HR record management standards that will meet the efficiency standards of delivering complete and correct data for both government and management reportorial requirements.
Represents properly the company in meetings, conferences, seminars, and other official functions attended with external service providers, partners, professional associations and linkages that can help advance company’s development objectives.
Conducts background check on all employees recommended for hiring as supplementary data prior to hiring decision.
Communicates time-sensitive information to management to aid in analysis of impact to operations or any needs for near-term decision-making.
Ensures the Employee Record Notice (ERN) are prepared, issued, and retrieved with accurate details and filed properly.
Monitors the recruitment screening process and ensure compliance to standard recruitment protocols.
Interviews applicants who passed the initial screening process and referred by recruitment staff.
Checks the recruitment staff on completeness of pertinent documents as reference for interviews as well as the interviewer’s feedback on the interviewed applicants to determine next steps or follow-through actions.
Ensures efficient and effective discharge of Employee Relations functions:
Implements the company policies guided by the steps of discipline process in collaboration with management.
Reviews regularly and revises accordingly policies and provisions that may be found inconsistent with current HR/Labor standards.
Formulates and recommends for approval new policies or regulations that may be relevant to business operations.
Supervises the observance of due process in implementing discipline measures.
Ensures the proper documentation of all discipline cases.
Collaborates, conceptualizes, leads and evaluates the implementation of culture-building programs or employee events that can enhance the motivation, satisfaction and engagement of employees with the company.
Carries out administrative functions:
Supervises administrative staff in delivering guest relations functions and official travel functions.
Supervises staff in discharging messenger / liaison duties, housekeeping tasks, security in the utilization of company facilities including repair works for branches, and maintenance of cleanliness and orderliness of office premises, among others.
Supervises staff on the purchase and distribution of office / store supplies.
Basic Qualifications
With leadership, conceptual, writing, presentation, and organizing skills
Must show high social adaptability and good emotional quotient.
A graduate of Bachelor of Science in Psychology or any Human Resource Development and Management related course.
With at least five (5) years of work experience in a supervisory role in the same field of practice.
Overall design, implement, execute, control and complete key strategic plans and projects
Curate, plan, and host trainings and workshops
Lead project lifecycle including strategy, objectives, timelines, cost models, product definition and project plans
Develop relevant metrics to track success of employees
Grow and lead a talented HR team, developing the careers and capabilities of all team members
Develop, propose, and deliver innovative and creative offerings and engagements for employees, the company, and its stakeholders
Conduct monthly review of performance and yearly strategic planning
