Improving emergency preparedness and response mechanisms through capacity building and partnership, aiming to improve access to basic health services linked to nutrition in the conflicted affected populations.
The Health Officer is responsible for leading the technical design of nutrition component implementation strategy, oversee, manage and monitor the planned activities in line the with project and national protocol in close coordination and consultation with the head of project and technical coordinator.
Support the AAH Philippine mission in developing new proposals in nutrition/health sector and dealing with donors in coordination and consultation with the Deputy Country Director and/or Country Director
Key activities in your role will include
Objective 1: Program planning and implementation
Lead and develop detailed implementation plan and strategies for the assigned project in coordination and consultation with the Head of Project and assigned nutrition staff in the field in line with the project strategy
Ensure the implementation of the planned activities under the nutrition component complies with the emergency standards, national protocol and Action Against Hunger nutrition strategies
Ensure the adaptation of integration between the sector (WASH -FSL-Nut sector) and Health System Strengthen approaches in live with Action Against Hunger strategies and framework
Report all technical and non-technical related issues in the field to the Head of Project and/or Deputy Country Director
Support Action Against Hunger mission in conducting assessments and drafting proposal for nutrition and health related interventions
Continuously monitor and assess the nutrition needs/gaps in the intervention areas and at national level to support the mission in developing new ideas, strategies and proposal in coordination with the Deputy Country Director and HQ - nutrition advisor
Coordinate and consult with HQ nutrition advisor on technical issues related to nutrition
Objective 2: Monitoring, HR/logistic management, Reporting and Capitalisation
Develop monitoring tools and establish monitoring systems the nutrition component - including collection, analysis, and writing monitoring reports
Conducts regular field visit to monitoring the activities implemented by the nutrition staff in the field
Supervise collection, analysis, and archiving of supporting document, reports and assessment/surveys such as Source of Verifications (SoVs) and justification final reports
Prepare APR tools for the Nutrition component of the project and ensure submission of timely monthly APR to the Head of Project
Capitalize all the project experiences and lessons learnt on nutrition in coordination with technical coordinator and head of project
Manage the nutrition component budget through the passing of timely orders for supplies, the preparation of monthly forecasts and the monitoring of expenditure to the Head of Project
Conduct performance appraisal of the nutrition assigned to the project in coordination with HR departments
Develop and/or revise JDs of the nutrition staff as needed and/or requested
Objective 3: Representation and Coordination
Holding regular meetings with the Nutrition team and prepare meeting minutes
Participate in meetings with the relevant stakeholders and Health and Nutrition coordination meetings as needed and requested by the Head of Project and/or Technical coordinator
Develop and maintain relationships with key health and nutrition stakeholders at a technical level under the supervision of the Head of Project
Transmit information on Action Against Hungers's nutrition intervention to the nutrition/health cluster in coordination with Head of Project and M&E Assistant
Support Head of Project in drafting MoUs with health and nutrition stakeholders as needed
Attend national level nutrition events and meeting in coordination with Technical coordinator
Objective 4: Safety and security
Adhere to the Mission Reporting system and submit the reports requested on-time
Respect the Security rules of Action Against Hunger and coordinate with the Security Officer / Head of Project for any security issues relating to work
Report any security or other incidents in the field that may interrupt project activities directly to Base Security Officer / Head of Project
Ensure the respect and compliance of the mission security rules by the Nutrition Team
Do you meet the profile required criteria?
Bachelor's Degree in Nutrition, Public Health, or other Health Sciences
Technical Knowledge:
Strong technical knowledge on nutrition surveillance, primary health, Community-based Management of Acute Malnutrition (CMAM), Infant and Young Child Feeding in Emergencies (IYCF-E)
Experience and awareness on nutrition situation in the Philippines, related laws and protocols
Familiarity with the local culture, ability to develop respect from a wide range of people and strong ability to communicate effectively on health and nutrition matters.
Knowledge in Cluster Coordination is an advantage.
Monitoring and evaluation of nutrition and primary health projects/programs
Previous Experience:
Previous experience of at least two years in a similar position or in public health
Experience in planning, designing, managing and/or providing technical assistance in Nutrition and/or in primary health sector
Experience in building local capacity in nutrition and health sector
Experience in conducting nutrition/health assessment (emergency and development), analysis and report writing
Previous experience in developing project proposal in nutrition and health sector
Previous experience in working with local/national health structures
Humanitarian Sector Knowledge:
Significant exposure and experience working in nutrition/health sector in emergencies
Experience in working IDPs in conflict/natural disaster context
Understanding of emergency nutrition protocol and UN/government led cluster systems and coordination
Excellent English and Filipino language. Speaking the Bicol dialect is an advantage.
Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
