About PALMSS
The Australian Department of Foreign Affairs and Trade (DFAT), through the Australian Embassy in Manila, contracted Abt Associates ('Abt') to undertake the Procurement, Administrative and Logistics Management Support Services for Aid Program Delivery (PALMSS).
The overarching objective of PALMSS is to provide responsive and efficient sourcing, engagement and management of individuals and/or organisations with relevant expertise required by the Embassy to complement existing staff capacity. These individuals and/or sub-contractors are expected to provide timely advice, inputs and/or services to the Australian Embassy in Manila with the aim of enhancing the effectiveness and efficiency of Australian aid investments in the Philippines.
About the work area
The Health and Resilience team is part of the Australian Embassy's Development Section. The overarching goal of the Health and Resilience team is to contribute to a more stable, prosperous Philippines through improving access to safe, effective, and affordable health services, and by supporting inclusive economic growth through strengthened social protection systems.
To do this, the team supports the Government of the Philippines to strengthen its delivery of evidence-based health and social protection policies and programs by providing technical and operational assistance through a range of investments.
About the Opportunity
Under direction of the Second Secretary (Development), the Health contractor is responsible for supporting the delivery of a range of activities supported by the Vaccine Access and Health Security Initiative, the QUAD Vaccine Partnership and the other health sector investments. This includes all aspects of aid management, stakeholder engagement, monitoring and evaluation and DFAT's quality assurance processes. The contractor will provide high quality administrative and program management assistance to support effective and flexible delivery of health sector investments, and will support DFAT's public diplomacy initiatives related to health.
The successful candidate will be contracted by Abt Associates and report to work in the Australian Embassy and be embedded in the Health and Resilience team.
The key responsibilities of the position include, but are not limited to:
Assist in managing the Australian Embassy's COVID-19 vaccine dose sharing and delivery support investments, including through:
providing high quality advice on program implementation performance and emerging issues, elevating matters that impact on strategic, political, or operational outcomes;
managing agreements and stakeholder relationships to ensure compliance with legislative, financial and administrative frameworks, government decision-making processes and DFAT guidelines and regulations;
supporting risk management (financial, development and other risks) and fraud control, and recommend problem-solving and risk mitigation measures;
support high calibre and timely input to DFAT's Investment Quality Reporting and other performance and quality requirements; and
assessing implementation updates and reports provided by implementation partners and analysing project expenditure.
Prepare and coordinate high quality written and other products that contribute to effective program delivery including correspondence, briefing documents and minutes, speeches, event management, and public diplomacy products for public dissemination.
Support and manage logistical, administrative and stakeholder coordination details for potential future Australian-supported donations of COVID-19 vaccine doses.
Develop and maintain constructive working relationships with a wide range of stakeholders including Philippine Department of Health, the Food and Drug Administration, development partners and others in support of effective programming and delivery of initiatives.
About You
We are seeking an individual with:
Tertiary qualifications in relevant field, preferably Public Health; International Development; Project Management; Monitoring and Evaluation; International Relations.
At least three years' experience in policy formulation, program or project management (preferably in the health or development sector) and demonstrated understanding of development issues in the Philippines.
Demonstrated capacity to work independently and effectively as part of a team, exercise good judgement and demonstrate leadership capabilities.
Demonstrated ability to prepare high-quality written work informed by sound research and analysis.
Demonstrated ability to cultivate effective relationships with stakeholders.
Highly developed verbal and written English communication skills, including proven ability to represent the department and engage with partners and stakeholders.
