Context:
Under the overall supervision of Chief of Mission (CoM) of the International Organization for Migration (IOM) Philippines and the direct supervision of the Head of Cotabato Sub Office, in close coordination with Regional Thematic Specialists (RTS) based in the Regional Office for Asia and the Pacific (ROAP), the successful candidate will be responsible for the management of Mindanao based programs within the Country Office (CO).
The Head of Programmes will be responsible and accountable for managing and implementing all projects for each of the Thematic Units in Mindanao including Peace and Development, Emergency Preparedness and Response, Health, Migrant Protection and Assistance, Labor Mobility and Human Development, Migration and Environment and Climate Change, Immigration and Border Management (IBM).
Core Functions / Responsibilities:
Employ a Results-Based Management approach to manage the implementation of programs in accordance with approved Project Documents, Log Frames and Budgets.
Establish and oversee partnerships with existing and potential programme partners, including Civil Society Organizations and Non-Government Organizations (NGOs) and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Senior Government officials and agencies in coordination with the Head of Sub Office (HSo) and CoM.
Oversee necessary reports for donors on delivery, including interim and final reports to donors on budgetary expenditure and results, in coordination with RO Bangkok and relevant COs.
Monitor financial reports and expenditures across projects in order to ensure compliance management and satisfactory burn rate to meet implementation milestones and deadlines. Also ensure the timely submission of financial reports to the donors.
Ensure a sound Monitoring and Evaluation (M&E) system is in place in order to achieve timely and effective implementation of project activities.
Establish working relationships, maintain cooperation and dialogue with donors.
Oversee and Manage the Project Support team, which include Project development, M&E and Communications teams.
Provide rigorous review and competent advice to the CoM and HSO on the overall performance of the programmes to ensure effectiveness, coherence, and integrity in implementation.
Backstop, coordinate and monitor all the administrative, human resources and financial aspects of all projects in Mindanao and supervise national based programme staff, in close coordination with the Resource Management Officer (RMO).
Undertake duty travel as necessary to oversee the implement and evaluate the impact of projects.
Ensure active engagement with the United Nations in Mindanao including with the Resident Coordinator's Office (UNRCO) in Mindanao and the BARMM Humanitarian Country Team (HCT).
Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
Master's degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience
Proven experience managing migration related programmes in multiple thematic areas including capacity-building activities;
Past exposure and experience in project development and resource mobilization in challenging donor environments.
Skills
Excellent track record of effective working relationships with private sector, government officials and UN agencies;
Proven leadership and negotiation skills, particularly in a multi-stakeholder and multi-cultural environment;
Sound financial and business administration;
Sound and proven understanding of internal and international migration issues as they relate to migration policies, ASEAN processes and related issues;
Knowledge of the migration trends and challenges in the Philippines an advantage;
In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
In depth Knowledge of UN and bilateral donor programming; and,
Knowledge of IOM project development procedures (including PRIMA) and processes.
Languages
IOM's official languages are English, French, and Spanish.
