Overview:
URC is searching for an experienced Grants Manager for the USAID BARMMHealth project in Philippines. BARMMHealth is a five-year project to bolster the capacity of the Ministry of Health- Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) in facilitating local health solutions in family planning, adolescent and youth reproductive health, and maternal and child health, towards self-reliance and sustainability.
The project works on three objectives: Improve social norms and strengthened healthy behaviors among underserved adolescents, youth, women and men, fortify quality of family planning and maternal and child health service, and bolster key public health policies and systems needed to support behaviors and services for maternal and child health.
Responsibilities:
The Grants Manager will be responsible for technical and operational management of small grants, innovation grants, and sub awards under the BARMMHealth project.
Specific responsibilities include the following:
Responsible for the overall management of BARMMHealth's subawards and grants in close collaboration with both technical and provincial staff;
Leads pre-award assessment functions, including personnel, accounting, property management, purchasing, financial reporting; review of financial statements or audit recommendations; required certifications;
Performs financial and operational post-award functions, including budget and expense analysis in accordance with signed agreement invoice and advance processing, reconciliations, re-budgeting, and ensures that financial and milestone reports are in accordance with signed agreement and per USAID rules and regulations;
Monitors compliance with sub-agreement/sub-awards terms and conditions, including tracking of obligated funds and total award funding;
Performs technical post-award functions, including technical review of milestones and deliverables;
Ensures grantee and sub award performance is satisfactory in accordance with corresponding agreements;
Creates and maintains a system of tracking grantee and sub award performance, reports, deliverables, milestones, invoices, advances, and reconciliations. Uses this tracking system to critically monitor and assess performance and identify opportunities, challenges, and issues, including but not limited to timely use of funds, fund-lows, timely submission of milestones, deliverables, and reconciliations, and registration renewals;
Leads collaborative meetings with operational and technical staff to review grant and sub award performance, compliance with URC and USAID policies, financial guidelines and budget requirements;
Leads capacity building exercises as required, and strategically increases capacity of grantees and sub awardees through supportive supervision and site visits, refresher trainings and workshops, and regular meetings;
Contributes to writing of quarterly and annual reports to USAID as requested.
Knowledge, Skills and Abilities
Excellent communication skills, work ethic, ability to work under pressure, ability to work with people of different cultural backgrounds, and ability to develop and maintain relationships with internal and external colleagues, including geographically dispersed teams.
Qualifications:
Required Experience and Qualifications
Bachelor's degree in business administration, finance, public health, or related field.
Minimum of 5 years experience supporting USAID or other donor-funded grants and/or subaward coordination, management and oversight.
Experience in global health projects preferred.
Experience on USAID projects preferred.
Familiarity with USAID grant management policies and procedures preferred.
Demonstrated ability to communicate effectively in English and local languages, both verbally and in writing.
