BACKGROUND OF THE PROGRAM
Coalitions for Change (CfC) is a program under the Australian Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation Partnership in the Philippines.
In its second phase (2018-2022), CfC supports Philippine leaders in civil society, academe, the private sector, and government who pursue policy reforms to support inclusive economic growth, social development, governance, and peace towards improving the lives of Filipinos. The program also provides training and mentoring to equip leaders to better pursue policy reforms.
Designed to be an adaptive and responsive program, CfC's support to Philippine leaders and organizations has helped introduce transformative policy reforms that bring positive outcomes for Filipinos in the broad areas of economic growth, social development, and governance.
BACKGROUND OF THE ASSIGNMENT - GENDER (GOVERNANCE TEAM)
CfC recognizes that poverty has a gender dimension and regional disparities exist (e.g., urban vs. rural) in relation to women's political and economic empowerment. More importantly, CfC can take advantage of opportunities to further refine gender policies or push for their effective implementation. As a program, CfC pursues gender mainstreaming and spotlighting as key strategies in pursuing gender and development. As such, it is important for CfC projects to integrate gendered perspective in the planning and implementation of its activities and ensure the participation of women. Equally important is the development of a monitoring and evaluation system that captures participation of men and women, gendered outcomes and lessons learned.**
CfC is seeking to hire the following consultancy positions: * One (1) Gender Legal Adviser
Duration of consultancy/# of LOE Days: 6 month period (August 15 - Feb 15 2021)
SECTOR: Gender \ Legal Adviser **
SUMMARY OF JOB RESPONSIBILITIES **
Takes the lead on the legislative and non-legislative strategies of gender policy reform;
Design and facilitate consultations, meetings, and other activities to design and pursue technically sound and politically feasible activities under the CfC Gender reform team;
Provide legal and technical expertise on gender policy reforms;
Build and maintain coalitions among different stakeholders in the gender sector;
Draft policy papers, briefers, and presentations for discussion and advocacy work;
Closely coordinate with and participate in periodic meetings and strategy planning of the gender reform team;
Formulate and propose technically sound and politically feasible gender related policy reforms;
Ensure that all plans and activities are closely coordinated with the rest of the CfC Gender Reform Team.
