Overview:
URC is searching for an experienced Gender, Adolescent and Youth Specialist (GA&Y Specialist) for the USAID BARMMHealth project in Philippines. BARMMHealth is a five-year project to bolster the capacity of the Ministry of Health- Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) in facilitating local health solutions in family planning, adolescent and youth reproductive health, and maternal and child health, towards self-reliance and sustainability.
The project works on three objectives: 1) Improve social norms and strengthened healthy behaviors among underserved adolescents, youth, women and men, 2) fortify quality of family planning and maternal and child health service, and 3) bolster key public health policies and systems needed to support behaviors and services for maternal and child health.
Responsibilities:
The GA&Y Specialist will be responsible for ensuring BARMMHealth implements high quality adolescent sexual and reproductive health (ASRH) interventions based on best practices.
Specific responsibilities include the following:
Lead in the situation analysis of gender and ASRH, including current programming and key players in the region/provinces/municipalities as a basis to guide the project and establish necessary linkages;
Provide technical guidance to all project components to support the management and implementation of activities and delivery of results related to ASRH;
Support the development, implementation and monitoring of high-quality adolescent and youth evidence-based programming in alignment with the work plan;
Together with the Technical Team, promote state-of-the-art knowledge of what works among adolescent girls and boys, and lead in implementing a gender and ASRH strategy for the project;
Review and provide technical guidance to social and behavior change approaches, service delivery strategies, technical assistance package, and training as related to gender, adolescents and youth;
Ensure that the project activities are gender-transformative, youth sensitive, inclusive, and focused on improved ASRH. Review and advance youth engagement at the regional, provincial and municipal levels in close collaboration with public and private sector partners;
Lead the integration of gender across project components, with an emphasis on implementing gender-transformative adolescent-friendly activities. Update and incorporate gender-related youth activities in the Gender Action Plan;
Work with Activity Monitoring Evaluation and Learning Plan (AMELP) Team to review indicators and guide the development of data collection tools and processes to monitor implementation, quality and outcomes related to adolescent and youth reproductive health activities;
Support to quality improvement objectives in scaling up FP-MCH-ASRH integration in hospitals;
Lead in developing, reviewing, and enhancing technical assistance package and training materials/school modules including job aids, checklists, and standard guidelines in close collaboration with the MOH-BARMM, Ministry of Basic, Higher and Technical Education (MBHTE)- BARMM, provinces, cities, and municipalities;
Lead the training and capacity-building activities related to ASRH at the regional and provincial levels together with the provincial teams;
Fast-track social change for adolescent girls and boys by engaging the MBHTE-BARMM, MOH- BARMM, provinces, cities/municipalities to improve their capacity in addressing the needs of the adolescent and youth;
Participate in regional/national technical working groups for policies and programs for adolescents and youth and coordinate partnerships with other stakeholders focused on adolescents and youth;
Contribute to writing project progress reporting on quarterly, annual, and as needed basis; and
Other tasks as may be required.
Knowledge, Skills and Abilities
Excellent communication skills, work ethic, ability to work under pressure, ability to work with people of different cultural backgrounds, and ability to develop and maintain relationships with internal and external colleagues, including geographically dispersed teams.
Qualifications:
Required Experience and Qualifications
Collegiate and/or advanced degree in public health, social sciences, human sciences, or other related field;
Minimum of 5 years of working experience in the field of gender, adolescents and youth, and reproductive health/family planning;
Substantial knowledge and previous working experience with USAID's Gender Equality and Female Empowerment Policy;
Previous experience in BARMM preferred;
Strong previous leadership experience preferred; and
Excellent written and spoken English and local languages skills.
