Job Description - Financial Control Assistant (240117)
Overview

The position is assigned to the Loan and Treasury Accounting Section (CTAC-LTA), Accounting Division within the Controller's Department. The Accounting Division prepares financial reports; maintains the accounting policy, Management assertion and external auditor's attestation over internal controls for financial reporting; administers the financial management accounting system for Resident Missions; builds the financial management capacity of the developing member countries (DMCs) through loan accounting seminars and reviews of resident missions; maintains loan accounting and assures loan services.

Job Purpose
The Financial Control Assistant will perform a variety of accounting duties; maintains and updates accounting records; maintains sound internal controls; prepares financial and other reports; and contributes towards the preparation of financial statements for nonsovereign operations. The incumbent will report to designated International Staff and senior National Staff.
Responsibilities
• Contributes to the preparation of financial statements and other reports, as required under the supervision of a senior National Staff; Ensures that reported amounts are consistent with control accounts and are produced in a timely and accurate manner; Ensures accounting treatments and reporting are in accordance with generally accepted accounting principles.
• Evaluates system requirements for effective and efficient operation; initiates and conducts User Acceptance Tests for changes to existing systems; coordinates system support with Information Technology Department through International Staff in charge; and checks and ensures the reliability of systems.
• Maintains appropriate, adequate and timely controls in the preparation of accounting data, processing of transactions and preparation of reports; recommends changes and improvements as required to ensure completeness and accuracy of data; conducts periodic reconciliations of control accounts in a timely and accurate manner; undertakes initial investigation of discrepancies and proposes corrective actions for review by supervising staff; processes transactions through preparation of appropriate disbursement, collection or journal vouchers or other supporting documents.
• Verifies accuracy, validity, and propriety of supporting documents for all accounting transactions in compliance with established procedures, guidelines, or practices; prepares accurate billing statements and dispatches them in a timely manner; and gathers and analyzes data to assist in producing timely and accurate analysis reports.
• Coordinates and provides required information to clients in accordance with established procedures in a tactful manner.
• Performs other tasks as assigned and reflected in the incumbent's workplan.
Relevant Experience & Requirements
• Bachelor's degree in business administration, major in Accounting; with Certified Public Accountant qualification.
• At least 5 years of relevant professional experience.
• Excellent written and verbal communication skills in English.
• Good interpersonal skills, demonstrating ability to work cohesively with peers and clients and provide guidance and feedback to subordinates.
• Proficient with Microsoft Office applications, particularly MS Word and MS Excel, and accounting related software, such as Oracle ERP.
• Good understanding of accounting policies, practices, systems, procedures, guidelines, and reporting requirements prevalent in multinational organizations or multilateral institutions.
• Analytical and systematic, with strong numerical skills and attention to details.
• Working knowledge of financial products of ADB.
• Ability to plan and coordinate schedules and requirements to meet deadlines.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
