Project Overview and Role:
CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.
The objective of this CATALYZE activity is to promote social protection and economic empowerment of female workers in the Philippines. As such, it will work to support Pantawid Pamilyang Pilipino Program (4Ps) participants by improving access to essential health services and quality employment. The 4Ps conditional cash transfer program is managed by the Filipino Department of Social Welfare and Development (DSWD) and targets the most vulnerable households in the country. Implementation began in 2008 with 300,000 beneficiaries and has grown to reach 4.4 million households, 85% of which are headed by women.
CATALYZE seeks to support 4Ps graduates and soon-to-be graduates by connecting them to skilled and semi-skilled employment opportunities. The program will use various innovative financing approaches, such as pay-for-performance (P4P), to ensure focus is on outcomes while encouraging private sector actors to invest. In addition to providing skills training and employment opportunities, CATALYZE will provide an adolescent- and young adult-specific health curriculum and improve linkages to care through integration with the job site and connections to telehealth and a provider network. Integrating employment with health is critical to ensure 4Ps graduates are equipped with essential skills and knowledge to sustain positive livelihoods. CATALYZE will also establish an adolescent and youth engagement program through which 4Ps graduates will mentor current 4Ps mentors in mental health and well-being, sexual and reproductive health, and other life skills.
Primary Duties and Responsibilities:
Under the guidance of the Finance and Operations Manager and in close collaboration with other members of the finance, operations and wider CATALYZE team, the Finance Officer will provide general support to CATALYZE ASP Philippines. H/She needs to ensure that budget and financial policies, procedures and processes are efficiently implemented and consistent with Palladium and USAID guidelines and local legislation. Duties may vary from time to time to meet the changing needs of the Project.
The key responsibilities of the position include, but are not limited to:
Responsible for the recording of transactions to the books of accounts and the posting of monthly transaction report to the field voucher;
Coordinate with the Corporate office issues about coding of transactions and classification of expenses;
Review activity budget and cash advances for the activities;
Review liquidation/reimbursement reports for program activities conducted;
Review financial documents such as invoices, delivery notes, purchase orders and other documents to ensure the completeness, accuracy, and validity of financial data.
Responsible for the fortnightly payroll computation of locally-engaged personnel;
Determine the appropriate withholding tax computation on the employee's payroll, and the employer/employee premium contributions on SSS, PHIC and HDMF.
Prepare cheque or bank remittance advice for payment or uploading of employees' salaries and distribute pay slips in a timely manner;
Prepare the monthly remittance report of SSS, PHIC and HDMF premiums, SSS loans, and HDMF housing or multi-purpose loans;
Prepare the monthly and quarterly remittance report of taxes withheld from employees and service providers to the Bureau of Internal Revenue;
Responsible for the filing and the electronic backup of finance related files;
Support the procurement of goods and services in accordance with Palladium's policy and USAID guidelines;
Support travel arrangements for CATALYZE Philippines staff; and
Support organization of trainings, workshops, and other events.
Required Qualifications:
The Finance Officer should possess the following qualifications, experience, skills and competencies:
Degree in Accounting, Business Management or equivalent competency gained from actual training and experience;
Certified Public Accountant (CPA) is preferred, but not required;
At least two (2) years of experience working in finance/accounting in USAID-funded projects or other foreign donor agencies;
Knowledge and understanding of the procurement processes in USAID-funded projects or other foreign donor agencies;
An understanding of the Philippine taxation, labor laws and local legislations;
Strong competency in using Microsoft office application and familiarity with accounting systems such as QuickBooks;
Strong communications skills and the ability to work effectively with others particularly in cross-cultural and fragile environment; and
Flexible and has ability to work under considerable pressure.
Willing to report physically to Palladium's office in Mandaluyong City, Metro Manila.
