Position Concept:
The Office Manager is responsible for supporting the Rosa-Luxemburg-Stiftung Regional Office Southeast Asia, Manila (RLS Manila Office) in establishing and maintaining the infrastructure and functioning of a regional working office of Rosa-Luxemburg-Stiftung with location in Makati, Metro Manila.
Responsibilities and Tasks:
The Finance Manager will execute the following responsibilities and tasks:
1. Responsible for Strategic Financial Management development and overview
Supervise and ensure correctness and completeness of all financial operations of RLS Manila Office in accordance with the local laws and BMZ guidelines;
Together with the Office Head, provide strategic financial direction to the organization while keeping the overall institutional objectives in view;
Together with the Office Head, develop and implement annual budgets for RLS Manila Office: forecast budgets for the coming year, divide budgets per category;
Collaborate with the Office Head and other colleagues in implementing financial audits and prepare financial documents and folders according to the standards and instruments of BMZ and RLS headquarters;
Ensure the annual overall financial closure of budgets and the program according to RLS regulations and guidelines;
Maintain and provide general financial information such as overall budget planning and status of program expenditures to the Office Head of RLS Manila Office and RLS Headquarters.
2. Responsible for managing and supervising finance management processes of RLS Manila Office
Monitor the Project Managers in implementing the budgets in RLS' global financial system and updating the budgets on a quarterly basis;
Implement the financial operation by RLS Manila Office, ensuring properness and transparency of all finance-related-work, including:
- Manage day-to-day operational aspects of financial management of RLS SEA office;
- Ensure accounting data by bank transfer are posted into RLS' global financial system on a monthly, quarterly and annual basis;
- Supervise cash book and ensure accounting data by cash are posted into RLS' global financial system on a monthly, quarterly and annual basis;
- Supervise and control payments in cash. Proceed payments by bank transfer and deal with other banking transaction including issuing checks, withdrawing money;
- Ensure financial documents are complete, proper, and filed appropriately. Check financial vouchers, financial excel files, control the accuracy of the excel files.
3. Responsible for financial project management of the assigned projects
Monitor, together with the Project Managers, RLS's cooperation partners in the budgeting process;
Monitor RLS's cooperation partners in financial management of their projects and in reporting, including:
- Control all processes in payables, receivables, finance- and project booking for cooperation partners of RLS Manila Office,
- Manage day-to-day operational aspects of financial management with RLS's cooperation partners,
- Maintain and qualify forms, data sheets, financial guidelines of RLS and the Federal Ministry of Economic Cooperation and Development (BMZ),
- Ensure funds for projects are spent according to the financial guidelines of RLS and BMZ,
- Monitor and send requests to the Finance Manager for money transfer to RLS's cooperation partners' accounts based on long-term and regularly updated financial planning in accordance with Project Agreements & Amendments,
- Ensure financial project documents are complete, current, and stored appropriately.
- Contact partners for further financial requirements for achievement of accurate and proper final financial reports in accordance with RLS' financial guidelines;
- Ensure punctual submission, properness and transparency of financial reports of RLS Manila Office' partners.
Effectively develop and apply financial management systems and reporting methods;
Support the preparation of, together with the Project Managers, monitoring and evaluation procedures regarding efficiency of the projects.
4. Responsible for finance related communication and reporting
Effectively communicate relevant information to the Office Head and the team of RLS Manila Office and to the headquarter of the RLS Berlin ensuring the standard of financial guidelines of RLS and BMZ are maintained;
Provide translation into English of project-related financial information & documents if necessary according to the guidelines;
Provide project annual financial reporting and other assigned financially related work;
Provides information upon request on the overall budget and financial situation of the RLS Manila Office and program to the Office Head and the RLS Headquarter;
5. Responsible for relevant capacity building of partner
Provide training for RLS's cooperation partners, if necessary, in processes and methodologies and/or other financial management tools and accounting software, applied by RLS for enhancing project efficiency and effectiveness.
7. General finance related responsibilities
Compile information and prepare the implementation of the annual financial national audit in compliance to national standards and instruments;
Develop of annual financial budgets and plans as well as in the financial closure of budgets;
Obtain and ensure that s/he has general overview and information regarding the overall budget and financial situation of the RLS Manila Office and program.
Other
Assist the Office Head upon request;
Willing to work at weekends or after working hours, upon request;
Willing to travel for business purpose within Manila, Philippines and abroad.
Professional qualifications:
Master Degree in Public Administration, Business Administration;
At least 5 years of professional experiences in office management, out of this, at least 2 years in an
International Non-Government Organization;
Professional experiences in general management and event management including managing budgets;
Professional experiences in an English speaking environment.
Skills and Competences:
Excellent skills in using MS Word, Excel, Power Point and Outlook;
Familiar with IT to be applied to the RLS Manila Office;
Excellent communication skills and demonstrated ability to communicate difficult/sensitive information tactfully;
Well-developed presentation skills;
Team-oriented: proven ability and motivation to collaborate with other, find solutions and share successes together with colleagues and partners.
