Key Responsibilities:
PURPOSE OF POSITION
This Purpose of Position will be used in the WVI or local Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences. Provides overall guidance and support to resource development team for all financial aspects of its operations that contribute towards achieving organizational strategic targets/goals. Ensure establishment and execution of systems and processes as well as integration and collaboration with other finance units for efficient financial planning and budgeting, monitoring and review of financial performance. Provides leadership and direction to finance team in resource development.

30%/ Operational Management
Lead the development of Grant/PNS budget proposals in collaboration with IRAM/NRD RD team and designated project design team.
Provide monitoring oversight and advisory support during grant implementation to ensure compliance to donor financial requirements.
Provide guidance on donor compliance issues and procedures, advice on possible disallowed costs and budget amendment(s)
Ensure preparation and review of financial plans:
Provide technical advice and support to Resource Development team in preparing annual operating plans and budget for local fundraising and international resource acquisition in coordination with concerned teams/departments.
Provide technical assistance to line managers in developing financial plans and assessment of marketing initiatives as well as setting of pricing/costing standards.
Ensure funding commitment for fundraising activities, locally funded projects and international grants.
Facilitate quarterly/semi-annual budget review and realignment process as applicable.
Works with RD team to ensure that pledge collection is integrated with all marketing campaigns
Provide monitoring oversight and advisory support on donations processing ensuring compliance and efficient collection processes.
Timely and accurate budget proposal for grants and PNS
Updated and accurate PBAS commitments for local income and locally funded projects
25%/ Leadership, Strategic Networking and Financial Management
Support the development of an overall financial plan for Resource Development.
Develop department's long term and annual plans and targets.
Provide support to IRAM/NRD-RD toward achievement of GAM strategic targets.
Establish operational policies, guidelines, systems, procedures and business processes to support local and international grants/PNS proposals, fundraising/marketing activities, campaigns and initiatives ensuring compliance to financial requirements and effective communication to stakeholders.
Oversee department operations to facilitate working together for improved customer service, accountability and efficiency.
Provide advice and support to Resource Development team leaders on financial matters relating to local and international grant, fundraising activities/initiatives; and to Finance Director and management team on financial implication of decisions.
Ensure direct reports' performance objectives and appraisals are managed effectively.
Provide spiritual nurturing to direct reports.
Develop and maintain good networks and coordination with appropriate WVI finance entities (Regional/GC Office, Support Offices and other National Offices).
Build and strengthen relationships with relevant financial institutions and external partners and donors.
Collaborate with various WVDF teams as necessary to identify and ensure that conflicts are resolved between entities on critical financial issues
Development of RD Financial Plan and monitoring results
Proactive follow up and recommendations on financial issues and concerns
20%/ Accountability and Reporting
Oversee compliance to donor and SO financial reporting requirements in coordination with Program Finance.
Monitor financial performance of local fundraising activities and grant acquisitions. Provide monthly financial performance reports with emphasis on analysing performance against resource development operational and business plans.
Provide internal reports and other financial analysis and Ad Hoc reports for decision making
Develops and runs reports on the status of all collection on a monthly basis and reviews with the NRD teams so that appropriate actions can be initiated.
Timely and accurate Financial Report Package and analyses for Resource Development Team
10%/ Systems and Processes
Conduct regular review and update of policies, enhancement of systems to simplify work process and meet the needs of ministry in cost effective manner.
Work closely with Resource Development teams to establish policies, procedures, work processes and systems as applicable.
Support and ensure implementation of National Office initiatives related to systems and process.
Ensure compliance with WVI Finance Manual and agreements with donor/partner requirements.
Efficient systems and finance processes for RD
10%/ Coordination and Capacity Building
Build capacity of Resource Development teams on financial management with emphasis on ROI and other fundraising metrics.
Provide appropriate training to staff in using financial systems, applications or databases, as applicable.
Develop and maintain strong working relationships with Resource Development teams, providing support and sound advice on financial aspect of new grant project proposals, marketing campaigns and initiatives.
Collaborate closely with program finance for new grant proposals, project implementation and compliance to grant requirements; and with donations processing for any coding/recording requirements for proper financial reporting to stakeholders
RD Staff fully understand the financial aspect of fundraising/marketing campaigns and other income generating initiatives
RD Staff have strong foundation on financial management with emphasis on ROI and other fundraising metrics
5%/ Risk Management
Maintain a strong control environment by ensuring compliance to WVI/WVDF financial policies, grant/donor requirements and government regulations.
Facilitate improved National Office internal audit results by resolving common audit findings.
Ensure compliance to Risk Assessment for Grant Approval for new grant proposals, as applicable, in coordination with IRAM/NRD RD and project design team.
Financial audit issues resolved on time
