Investing in Women (IW) is a multi-country Australian Government initiative in Southeast Asia that seeks to improve women's economic participation as employees and as entrepreneurs and influence the enabling environment to promote Women's Economic Empowerment (WEE). It commenced in April 2016 with operations in the Philippines, Indonesia, Vietnam and Myanmar and is due to run through to June 2023. It is managed out of the Gender Equality Branch (GEB) of the Department of Foreign Affairs and Trade (DFAT) in Canberra. The Program is supporting the following outcomes:
More businesses achieve improved gender equality in their workplaces
Intentional impact investments in women's small and medium enterprises (WSMEs) increase
Positive shifts in gender norms related to workplace gender equality

Job Description
About the Opportunity
Under the supervision of the Senior Finance Manager, the Finance Grants Manager will manage all grant financial activities of the program in close coordination with the Contracts team. They will work with each Pathway to ensure that grants management and financial reporting are compliant with the grant agreements. Specifically, the Finance Grants Manager will:
Ensure the preparation and timely submission of grant technical and financial reports and budget transfers.
Ensure that grant money is used according to the operational and financial needs of the program by reviewing the supporting documents through regular spot checks.
In collaboration with the pathway team, ensure that sub-grantees submit all the required reports and other deliverables as per the grant agreement.
Ensure that sub-grantees follow applicable grant agreements and spend the grant funds as intended.
Review grantee acquittal and financial reports prior to any tranche payments to verify that the reports are compliant with the grant agreements and provide feedback on the sub-grantee financial report as necessary.
Propose financial changes, reasons why and provide recommendations to improve sub-grantee financial reporting as appropriate.
Review sub-grantee invoices against the approved tranche request schedules to verify that tranches are invoiced as budgeted.
Verify sub-grant costs are incurred within the grant period and supporting documentation for invoices is available.
Provides technical assistance as required to build capacity of local partners.
Where required under grant agreements, ensure that all external audits are conducted. This may include the development of audit scopes of work, selection of appropriate auditors etc.
Review all audit reports submitted to ensure appropriate plans are implemented to address any gaps identified and audit recommendations are implemented.
Provide support to partner's grant close out activities during grant closure including review of the financial close out reports.
Function as the point of contact for sub-grantees on financial grant management.
The successful candidate will have flexibility with working from IW office in Makati City, Philippines and from home. Engagement duration is from 1 April 2022 to 31 March 2023 (part-time, 3 days per week).
Qualifications
We are seeking an individual who brings or who possesses:
Bachelor's Degree and 8 years of professional experience in business administration/financial management or equivalent combination of education and experience.
Professional qualification as a CPA is an advantage.
Experience working as a finance grant manager, or project manager with strong finance oversight required.
Experience working with DFAT or other donor-funded projects preferred.
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
Excellent financial and analytical skills.
Ability to build effective relationships with all clients, peers, and stakeholders.
Ability to work hands-on, independently, and within team.
Audit experience, or experience in co-ordinating audit activities
