PROJECT DESCRIPTION:
The "TB Innovations and Health Systems Strengthening" project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection and treatment. The Project will identify and help implement proven approaches to improve prevention, increase case detection rates, decrease default rates, and increase treatment success and cure rates across the continuum of care.
In Year 4, the Project will address three major priorities identified by the USAID/Philippines OH, which are to (1) increase case finding, notification, and treatment coverage contributing towards USAID's country TB roadmap and Philippine Strategic TB Elimination Plan Phase 1 (PhilSTEP1) targets; (2) scale up evidence-driven high-impact interventions (HIIs); and (3) accelerate self-reliance and cross-cutting components, including governance, gender, and operationalization of the Universal Health Care (UHC) Law. The scale-up strategy of HIIs is both evidence-based and action-oriented building on local ownership and sustainability. The scale-up and expansion plan will leverage the implementation of UHC reforms through CiTEC in the Cebu City for majority of HIIs, while also including entire region 7 for SBCC interventions
Cebu City is geographically located in Cebu Island and accessible by air and water. Hence, a separate Project regional team will be set up in Cebu City and based at the Central Visayas Center for Health Development Office. Scale up of HIIs require series of undertakings of coordination, collaboration, implementation, and monitoring at the regional and city levels. An expected increase in the demand for regional field team's work with various Partners (i.e. 12 hospitals, health facilities or laboratories, workplaces, and local government unit) in the Cebu City where initiatives or models will be carried out.
JOB SUMMARY:
The Field Implementation Officer (FIO) will be based at the Central Visayas Center for Health Development Office (CV CHD) in Cebu City and will support/assist the Regional Implementation Manager and Project Components administer its activities in Cebu City and CV CHD. S/he will provide technical and operational oversight to ensure that the technical assistance and expertise is provided at the facility or local.
KEY RESPONSIBILITIES:
Provide technical direction and supervision of operations of all activities in covered Local Government Units and facilities in assigned region according to prescribed procedures and protocols
Assist in the planning, organizing, implementing, and coordinating Component activities in assigned areas
Assist in developing, coordinating, and monitoring the implementation of models/initiatives from various Components
Facilitate coordination and implementation of technical assistance and capacity building plans, orientations, and others in coordination with public and private hospital management and physicians, collaborating/implementing partners including the local government unit stakeholders and TB teams.
Assist in coordinating, organizing, or facilitating meetings and events related to Component initiatives
Document and prepare minutes of the meetings
Identify technical assistance needs and plans from stakeholders in areas where initiatives are implemented and consult Component counterparts for assistance
Serve as primary point of contact in covered areas and facilitate appropriate communication with the various stakeholders at local levels by coordinating timely communications to ensure that partners and other stakeholders are updated on activities.
Enable early identification of problems or concerns relevant to Component implementation and support effective discussion/action to resolve issues raised.
Prepare expenditure reports within approved budget for planned activities and recommend modification to budget as appropriate
Consult, inform and discuss with the Regional Implementation Manager (RIM) to ensure that activities are implemented in compliance of FHI 360 and donor's rules and regulations.
Submit timely progress reports on the implementation of Component activities in the assigned areas
Travel when needed to coordinate, monitor and/or participate in project activities.
MINIMUM REQUIREMENTS:
Experience in engaging hospitals, in coordination with the regional and local TB teams, community and organizational leaders, donors, government officials, and representatives from other organizations.
Articulate, professional, and able to communicate in a clear, positive manner with stakeholders and colleagues.
Demonstrated proficiency with using Microsoft Office Suite.
Ability to analyze and interpret data, identify errors, and prepare reports.
Ability to problem solve and implement corrective action as needed.
Ability to work both independently and in collegial fashion with wide range of stakeholders.
Prior experience in an NGO preferred.
Ability to work effectively, both independently and in a team unit.
Good oral and written communication skills in English; knowledge of local language will be an advantage.
Knowledge of TB/DR-TB situation in the Philippines.
Experience in TB/DR-TB programming is strongly desired.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
Usual office working conditions.
Ability to travel domestically at least 75%.
Full-time 9 months grant funded position, with the possibility of transitioning to a longer term.
EDUCATION/EXPERIENCE:
At least a bachelor's degree or its international equivalent or higher in public health, program management, or a related area.
At least 3 years working in health development sector assisting non-government organization (NGO) or public-sector programs.
Experience in working with key stakeholders in Philippines strongly desired.
Knowledge of USAID rules and regulations is an advantage.
