Field Finance and Grants Associate

POSITION SUMMARY
The Field Finance and Grants Associate will provide support for (1) Finance; (2) Grants and Contracts transactions of CIP in Palawan.
RESPONSIBILITIES
Finance:
In coordination with the CIP Finance Manager, ensure accurate and timely monthly, quarterly, and year-end financial close for Phase 2 NCS Palawan project.
Upload financial data in the CI financial software, as assigned by the CIP Finance Manager.
In compliance with CIP/CI financial procedures and policies:
Provide support to the CIP Finance Manager to ensure the accurate and timely processing of pay transactions and appropriate reclasses.
Ensure accurate and timely processing of staff cash advances and liquidation, identify discrepancies, and communicate them to the concerned staff.
Monitor aging of cash advances and ensure strict adherence to finance policies.
In coordination with the CIP Finance Manager, prepare the check and online banking payments for approval of the signatories.
Prepare documents for internal and external audits and finance reports/documents that may be requested by the Finance Manager.
Maintain systematic and complete filing system of finance documents.
Perform other tasks that may be required to support the grants and contracts team
Grants and Contracts:
Provide preliminary screening of subgrant and contract application documents to - ensure completeness and adequacy of forms and information provided by the subgrantee applicants; - provide timely feedback to concerned persons/units on lacking requirements, forms, and information.
Assist in the review of requests for project funding for subgrants and/or contracts to ensure that these are consistent with the approved budget and project terms.
Conduct review of subgrantee's progress financial reports and liquidations, including checking of transaction details and support documentation in consideration of donor policies as well as of CI's.
Review consultant's reimbursable expenses and supporting documents, such as the official receipts that are within the contract period that match with an activity report.
In coordination with the Palawan Biodiversity Corridor Director this post will be in charge of receiving, collating, and following up on monthly project fund requests to ensure its appropriateness that can be traced and verified from the approved project budget using the correct charge codes, and checking activity coverage within the approved project term and timeline.
Facilitate in the monitoring of subgrants and contracts including reporting schedules and termination dates, by periodically tracking status including payments, and sending out reminders to the responsible project staff who is tasked to manage/coordinate with the account/s; determine through the guidance of Project Lead and Palawan Biodiversity Corridor Director the appropriate action be taken such as in cases of contract modification, no-cost extension, budget revision, etc.
Assist in the conduct of orientation, field visit, and audit of subgrantee-partners, including mentoring, if necessary.
Perform other tasks that may be required to support the grants and contracts team.
WORKING CONDITIONS
This position is based in Puerto Princesa CIty, Palawan, Phillippines.
Typical office environment.
May need to do fieldwork may need to work extended hours as needed.
QUALIFICATIONS
Required
High School or Secondary School education.
Up to 2 years of related work experience, specializing in any or all areas of Accounting, Grants and Contracts, and Administration.
Maturity in handling confidential information.
Good oral and written communication skills (English and Filipino).
Knowledgeable in tax regulations and government-mandated benefits. • Keen to details and thorough in work output.
Willing to abide by CI Code of Ethics and Policies.
Preferred
Bachelor's degree in Accounting.
