The Facilities Manager\/ Site Lead must be a team player and work with other members of the team to meet all SLAs and KPIs as set out in the management contract. Engineers, Senior FCs, Finance Admin, Procurement resource reports to him\/her directly.<\/p>
<\/p>
Procurement and Vendor Performance Management<\/b><\/p>
Direct and oversight function on vendor procurement and management practices at client site (JLL direct vendors and Client direct vendors). For JLL vendors ensure negotiation and tendering, including tender documentation evaluation of tenders and preparation of contracts is in accordance with agreed client and\/or procurement guidelines.<\/li>
Direct and oversight on vendor contract and operational management based on JLL standard governance structure<\/li>
Direct and oversight function on End-to-end vendor performance management.<\/li>
Direct responsibility function on vendor coordination and compliance to Service contracts<\/li>
Program Management, ensure compliance JLL and Client business ethics protocol<\/li>
Directly responsible on Vendor Service Contracts and COI compliance based JLL S&P Jaegger compliance metrics<\/li>
Directly responsible on the execution of JLL Sourcing & Procurement mandatory trainings to all JLL FM team members<\/li><\/ul>
Financial Operations and Management<\/b><\/p>
Direct responsibility on OPEX and CAPEX operational & financial management<\/li>
Plan, review, analyze & reporting of OPEX budget variances<\/li>
Direct responsibility on Accounts Receivable from Client and Accounts payable to Vendors based JLL-HQ finance compliance metrics<\/li><\/ul>
Directly responsible on the execution of JLL Finance mandatory trainings to all JLL FM team members<\/p>
Directly responsible in leading periodic finance reviews towards process improvements<\/li><\/ul>
Facilities, H&S, Engineering & Soft Services Operations<\/b><\/p>
Directly responsible in planning & implementation of comprehensive energy management program<\/li>
Directly responsible in planning and implementation of Waste management program<\/li>
Directly responsible in planning and implementation of Technology services and management program<\/li>
Directly responsible in implementing facilities\/building procedures, performance reviews and measures to ensure simplification, efficient and accuracy of work methods and reliability of systems.<\/li>
Directly responsible in planning, managing & implementation of Preventive and Planned Maintenance programme to minimise maintenance, repair and replacement costs together with minimising the risk of plant failure.<\/li>
Oversight function, ensuring that the team liaises closely with local JLL Subject Matter Experts to maintain and ensure service standards are maintained and met<\/li>
Directly responsible for Program management, recommend continuous quality improvement practices. Ensuring best practices & initiatives in the country and region are reapplied and followed-up to maximize the benefits & value add to client<\/li>
Program management, ensure consistency of regional policies & procedures with constant updating of JLL Platforms and that all staff have adequate familiarity with the systems as well as the policies<\/li>
Program management, implement, comply with and audit all internal management systems, for quality assurance<\/li>
Ensure all JLL Critical Environment (CEM) requirements are consistently met.<\/li>
Ensure all Reactive Maintenance is completed as per the agreed timeframes.<\/li>
Overall responsible for Financial Management requirements are completed in a timely and accurate manner.<\/li>
Overall responsible for planning, creation, review and execution of JLL Site Field Manual for all services. (Engineering & Maintenance operations, Health & Safety, Environment, Soft services, Financial, Sourcing & procurement, Business continuity Plan)<\/li>
Oversight, ensure all Vendor partner deliverables are delivered, measured and evaluated<\/li>

Program execution and management ensure coordination of a property risk management program which identifies major property risks including occupational health and safety, fire safety and essential services and environmental.<\/li>
Directly responsible, ensure data integrity of all information loaded into systems and comply with the audit process from time to time<\/li>
Program execution and management, ensure development of guidelines and strategies to protect health and safety of staff and others, protect Client and JLL reputations.<\/li>
Program execution and management, ensure disaster recovery and business continuity planning is exercised, implemented, maintained and reviewed regularly<\/li>
Program execution and management, ensure escalation procedures are in place and observed for incident and problem reporting including advice to JLL & Client Regional Managers and insurance company.<\/li>
Program execution and management, ensure Client's Integrated Health & Safety Checklist Compliance & Program are achieved and implemented<\/li>

Directly responsible, develop potential initiatives and strategies that lead to cost savings and service improvement are consistently implemented<\/li>

Directly responsible, SPOC to evaluate service response time and analyze occupants service request trends and suggestions<\/li>

Apply Cost Competitive Execution techniques to develop the most cost-effective total project solution for execution of the discipline engineering work. Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects.
Develop and review estimates and schedules, progress reports, including manpower forecasts. Establish, track, and monitor material key quantities provide analysis and forecasts. Develop and review specifications, including design criteria.
Incorporate health, safety, and environmental factors in design. Develop and update job execution plans. Develop and build external relations with client representatives, vendors, and subcontractors and interface closely with other discipline functions promoting Client Service Excellence .
Participate in activities associated with equipment and material procurement, permitting, and subcontracting. Review and approve vendor lists, prepare quotation requests\/bid tabulations\/purchase orders and review substitutions for technical acceptability. Assign work to teams, monitor and manage the work.
Perform and check calculations, specify equipment, and solve moderately complex engineering problems Establish and lead the squad check effort for vendor equipment documentation for assigned equipment . Review vendor equipment documentation within the discipline and from other disciplines for compliance with project requirements, and actively seek discrepancy resolution. Prepare\/review scopes of work for third party contracts.
Support proposal and estimate activities. Identify deviations in job scope, estimate magnitude of changes, and initiate trends or change orders. Deliver quality work, and adhere to the Operating System Requirements (OSR) .
Execute project work in accordance with approved Activity Plans. Adhere to industry codes and standards as well as department practices and procedures. Contribute to and promote the use of Fluor's knowledge management portals and communities.
Participate in Fluor University as necessary to follow the curricula as outlined in the Functional Development Frameworks. Participate in people development through mentoring, development of training material, conducting training seminars, and performance appraisal input and counseling. Engage Fluor's global community, promoting a OneFluor mindset .
Assist in the performance of audits. Assist in the development of department standards, procedures, practices and guidelines. Support the Key Process Owner and Department Manager on initiatives.
May promote company branding by active participation in external technical organizations and Code committees and present technical papers or presentations through Fluor's P4 process. ScopeThis position typically works on project activities but may perform as a project lead to plan and coordinate Project Document & Data Management (PDDM) project responsibilities including support of task force objectives and project milestones. This role requires knowledge of PDDM procedures and relevant company policies. This position will provide support for any role in Project Document & Data Management (PDDM) in an efficient manner while maintaining effective communication with Project Client, Engineering Subcontractors, internal taskforce members and field personnel.
This position would be expected to supervise intermediate level full work processes and will work with the process throughout with a team or independently will learn or manage high level processes on a smaller to mega project to work within a team or independently. This position could step in for an absent lead on a smaller to intermediate project. This level could also be expected to lead a smaller project scope.
With their experience this level would be able to give input to local office processes. Principal Job Duties & Responsibilities . Participate in project task force meetings.
Contribute to, promote, and ensure effective knowledge sharing behaviors in the use of Fluor's knowledge management portals and communities. Review work of others for accuracy and timeliness. May direct the work activity and training of junior roles.
May report directly to task force engineering manager . Responsible for compliance dictated by client regarding maintenance of related documentation. Responsible for electronic receipt, recording, tracking reporting, and disposition of related documents in a timely manner.
Perform moderately complex Project Document & Data Management (PDDM) problem solving, duties, and analytic tasks. Interface with groups inside and outside the organization. May be required to give presentations to clients, projects, or management.
Ability to report Key Performance Indicators. Submit Job Book template improvements to local PDDM subject matter expert (SME). Maybe asked to instruct training for project orientation for lead office taskforce, PDDM execution team, Client or Suppliers for any project related processes or software.
Adhere to and support Fluor's Operational System Requirements (OSR) and any office Operating System Implementation Plan (OSIP). Contribute to, promote, and ensure effective knowledge sharing behaviors in the use of Fluor's knowledge management portals and communities. Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and\/or project objectives and guidelines .
Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines. Plan and organize own work assignments, as well as carry out tasks from management staff. Maintain compliance with all applicable policies, procedures, and global standards.
Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies. Effectively develop and apply the Core Skills to the job. May need to travel to attend to business related matters .
Meet expectations on attendance and punctuality. Other duties as assigned
Basic Job Requirements<\/h3><\/div>. BS in IT or any Business, Management Psychology related courses. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors .
Job related technical knowledge necessary to complete the job . Ability to learn and apply knowledge of applicable local, state\/province, and federal\/national statutes and guidelines . Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications<\/h3><\/div>. Project related experience in the engineering, procurement, fabrication, and construction (EPFC) industry. Thorough, working knowledge of and experience with computers and specialized software programs such as electronic document management systems, relational databases, and internet based project collaboration systems.
Excellent interpersonal and communication skills, both written and verbal. Leadership skills . Demonstrated problem solving and decision making skills.
Ability to read and follow written and verbal instructions. Ability to adapt to change, to work under pressure and manage multiple tasks and priorities. Excellent troubleshooting, problem resolution and decision making skills.
. Strong organizational skills, judgment and flexibility. Knowledge of project management, understanding project baseline documentation, cost and schedule. Ability to adapt to change, to work under pressure and manage multiple tasks and priorities.
Good knowledge of engineering, procurement and constructions documentation and nomenclature. Experience related to working with engineering contractor partners, joint venture partners, etc.. Strong knowledge and experience in understanding and interpreting Client specifications.
Ability to be responsible for internal and external customer document management activities. Ability to interview new candidates for positions on their assigned project
