As a Facilities Engineer at TI, you'll be directly responsible for building utility systems in support of a semiconductor wafer fab. TI Facilities operates over 150 different utility systems that include chemicals, gasses, variety of electrical systems, water systems, HVAC, waste, vacuum, and controls. These systems are designed to run 24 hours a day, 365 days a year without interruption, creating a state of the art manufacturing environment. Facilities works closely with TI's manufacturing team to understand how the utility systems impact the process as well as how to reduce consumption.
Job Description:
Support TI Clark Operations and Maintenance as Electronics/ Controls Maintenance Engineer/System Owner with the following responsibilities:
Lead the in-house technicians, contractors and suppliers to complete controls system maintenance (PM, CM, Projects). Work will include hands-on participation to complete the task in a safe and reliable execution. Works must be managed and completed thru the TI Facilities Management System (FMS).
Controls systems include:
PLC
Power Panels
IO Panels
Network Panels
Field Instruments
Control Valves
Pressure Transmitters
Flow Transmitters
Temperature Transmitters
Work as shift leader from time to time as part of the rotation or as back-up
Required to be in the plant when there are turnaround events to support recovery of the system and during typhoon seasons where additional manpower supports are needed.
Co-work with other system owners/engineers to share controls scope and back each other up when necessary
Lead the verification and buy-off of projects that have controls system imbedded on them to ensure TI standard is strictly followed and support RS.
Direct and execute project commissioning to ensure all electrical, mechanical, and process systems, equipment, components and infrastructure perform as designed
Sustaining system owner responsibilities would include:
System operation and maintenance
Manage maintenance through FMS
SCADA alarm management and corrections
Systems assessment and improvement roadmap establishment and implementation; Capital and expense projects execution in support of safety, reliability, quality, environmental and cost objective.

Mechanical and Process Construction
System commissioning
System Capacity vs. Demand
System Troubleshooting
Provide Facilities controls system engineering leadership to the site organizations in support of safety, reliability, quality, environmental and cost objectives.
Collaborate with operations and maintenance team to develop a comprehensive system operation and maintenance plan for assets to maximize life time.
Provide operational efficiency, maintenance and commissioning solutions.
Systems assessment and improvement roadmap establishment and implementation; capital and expense projects execution.
Ensuring system operating reliably.
Overlooking projects to meet design criteria, scope, budget and schedule.
Manage technical, administrative, financial, schedule aspects, strategic communications, and customer stakeholder relationships during the execution of various facilities projects.
Provide and support Technician and Operator training
Work Permit approvals
Generate SOW for system enhancement and improvements
Permitting and Building Code compliance
Develop and implement programs targeted to improve quality, efficiency and effectiveness of mechanical systems. Plan, develop and implement projects that are required for improvement, growth or rearrangement of existing systems
Effectively manage specific measurable utility system deliverables including points of delivery, utility parameters, specification limits and notification methods.
Identify systems requiring operating procedures and assist operations team in SOP and training development.
Work to integrate reliability focus and risk analysis into Systems Engineering job scope. This includes FMEAs, root cause analysis, cause mapping, design, commissioning and training.
Minimum requirements:
Bachelors degree in Electrical or Electronics Engineering
Cumulative 3.0/4.0 GPA or higher
Preferred qualifications:
Ability to manage and direct technicians and contractors as well as coordinate multiple work and contractor disciplines on a variety of sustaining activities and projects
Communicate effectively verbally and written in English;
Independent, self-motivated and ambitious of unquestionable personal professional integrity;
Candidate must demonstrate strong safety stewardship as well as exhibit skills and competencies to drive success with a highly critical facility system.
Sense of urgency to address interruptions and to coordinate/work (Hands-on) with operations to restore systems back online
Should have excellent facilitation and communication skills necessary to interface with business partners, external suppliers, team members, technologists and peers. Must be able to build and maintain strong, positive and lasting relationships through collaboration.
Applicant should also have the following skills: leadership, effective communications, organizational, presentation and problem solving
Proficient to Microsoft office software include Excel, PowerPoint, Word, and AutoCAD.
Excellent facilitation and communication skills necessary to interface with business partners, external suppliers, direct reports and team members
Systematic problem solving
Able to read and interpret construction drawings, details, Piping & Instrumentation Diagrams (P&ID), Process Flow Diagrams (PFD), etc.
Candidate must demonstrate strong safety leadership
