FAO's approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict.
Reporting Lines
The Evaluation Data Collector will report to the Assistant FAOR Programme.
Technical Focus
Through the UN Joint Programme "Resilient Livelihoods Development for Women and Youth IDPs in Maguindanao" (UNJP/PHI/075/FPA), FAO, in collaboration with UNFPA, aims to address the eradication of hunger, food insecurity and malnutrition from a gender equality and women's and youth empowerment perspective. Working with regional and local government partners, the programme aims to improve the overall well-being, food security, nutrition, and health status among women and youth IDPs through equitable access to improved and restored local food security interventions and to reproductive health and protection services during recovery and return.
The Evaluation Data Collector is expected to support the capacity building of community-based organization specifically on their knowledge and skills in developing their proposed agribusiness livelihoods and develop a value chain strategy to link their products to existing and functional markets. Initially at three (3) months, the incumbent is expected to deliver the following knowledge products:
Inception Report for the engagement
Field Mission Reports on Coordination, Pre-Testing and Data Collection for Baseline Assessment
Draft Baseline Assessment Report
On the succeeding months, ideally after 9 months of the initial contract, the incumbent will deliver the following knowledge products:
Field Mission Reports on Coordination, Pre-Testing and Data Collection for Mid-implementation Evaluation
Draft Mid-Implementation Evaluation Report
Tasks and responsibilities
Specifically, the Evaluation Data Collector will undertake the following tasks:
Prepare the Inception report, which includes activities and timelines on data collection for the conduct of the Baseline Assessment and Mid-Implementation Evaluation
Coordinate with Project Teams, LGUs and project beneficiaries on the conduct of Baseline Assessment and Mid-Implementation Review
Conduct Pre-Testing of the Baseline Assessment Tools and Questionnaires and introduce revisions and enhancements.
Conduct data collection activities in 5 SPMS Box municipalities and in Maguindanao Provincial Government to interview local project stakeholders, partners and beneficiaries and collect (secondary) data.
Prepare a mission report with findings and conclusions after the mission, in English, in a structured format agreed with FAO
Participate and contribute to Validation Workshop with stakeholders on the initial results of Baseline Assessment/Mid-Implementation Evaluation.
Carry out any other relevant duties within his/her technical competence as may be requested by FAO.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
University degree on Agriculture, Social Science, Education, Economics or Statistics
At least one (1) year of relevant experience in conducting evaluations and surveys and in working in NGOs in Mindanao and particularly in the Bangsamoro region
Working knowledge of English; knowledge of Tagalog and any dialect in Mindanao is an advantage
