FHI 360/Philippines ( ) is in search of candidates for Engineering Specialist position to join the USAID-funded EpiC Vent project in the Philippines. The position is based at the TB Innovations Office in Makati City.
PROJECT DESCRIPTION:
One of the purposes of the EpiC/COVID-19 project in the Philippines is is to ensure the uninterrupted Oxygen supply of USG-funded public health facilities. The project will develop and manage a wide range of services for the procurement of health products and related systems to strengthen technical assistance that encompasses different elements of a supply chain. The program is administered by Family Health International (FHI360) and implemented in close collaboration with DOH and other involved local and international partners.
The goal of the O2 activity is to provide assistance to countries selected by USAID leadership as it relates to the provision of O2 in response to COVID-19. The activity will focus on 1) coordinating in-country O2 supply; 2) procuring, delivering, and installing O2 equipment including pressure swing absorption (PSA) O2 generators, O2 concentrators, and related items; and 3) delivering technical assistance (TA). This activity is expected to run through April 2022.
EpiC project will conduct an O2 sector assessment with recommendations and a training assessment and training approach that are the foundational documents for the Activity's non-clinical technical assistance in the Philippines. . EpiC project is seeking a Regional Engineering Consultant who will learn about PSA maintenance and use, as well as general safe O2 cylinder management. The Consultant will attend on-site trainings and be able to use knowledge gained to support a Training of Trainers (TOT) at the National Level.
JOB SUMMARY:
The Regional Engineering Consultant will attend the PSA installation and commissioning at facilities identified by the project. At these facilities, the Consultant will work with the hospital to establish policies and procedures surrounding the operations and maintenance of the new PSA. The Consultant will also attend and support the implementation of the central level TOT. At the end of this consultancy, the Regional Engineering Consultant will be well-positioned to be a regional or central level surveyor for PSAs.
KEY RESPONSIBILITIES:
· Attend and assist the EpiC project's Technical Advisors and training team with the multi-day Training of Trainers (ToT).
· Attend PSA installation and commissioning at identified facilities to gain experience and knowledge about PSA systems, installation, and maintenance.
· Support the initial PSA installation and trainings at the regional hospital, including training, and development of policies & procedures.
· Support training of biomedical engineers at on-site trainings on the maintenance and use of PSA systems.
· Review training materials to ensure applicability to local conditions/context and alignment with regulations.
· Develop a system to track hospital level O2 data, including but not limited to metrics such as rate of cylinders used per week, daily PSA O2 demand, numbers of cylinders filled daily by PSA plant, etc.
Support development of transition and sustainability plan for handing O2 support to DOH and local partners.
Conduct other relevant tasks as requested.
MINIMUM REQUIREMENTS:
Bachelor's degree or equivalent university degree required in mechanical engineering, chemical engineering, biomedical engineering, or related field;
Preferred Technician certifications in facilities-related specialties, including but not limited to HAVAC, Gases, Construction, etc.
WORK EXPERIENCE:
Approximately 3-5 years of work experience in facilities management, including specialties such as Air conditioning, Heating, Plumbing, Electrical, Gases, and Construction.
Clinical work experience in respiratory therapy or related field (3-5 years of experience)
SKILLS/ABILITIES:
Strong leadership, coordination, and capacity building skills.
Demonstrated expertise in the management of medical oxygen and related equipment such as PSA/VSA, Oxygen Concentrators and Cylinders preferred and/or skills such as respiratory therapy and other clinical-related experience.
Previous work experience with oxygen and/or other industry gases
Experience conducting hospital level and/or regional/national trainings preferred
Knowledge of Oxygen regulatory and accreditation standards as they relate to international organizations, such as Joint Commission (International) preferred.
In-depth understanding of local health sector context and capabilities preferred.
Prior experience working with USAID and/or other donors preferred.
Working proficiency in English preferred.
LOCATION:
Willing to travel to the identified facilities in different regions for up to 10-15 days, as applicable;
