The Research and Development Director is responsible for the overall management of research and extension programs of the Academy, making sure that research projects are quality-made and relevant, and extension programs are dynamic, effective, and impactful. Responsibilities Exercise supervision and control on the Office of Research and Development Services. Assists the President in laying down the strategies, goals, objectives for the Office of Research and Development Department . Plans and implements research activities for the academy. Participates in various quality planning for the academic, non-academic and academic-support programs of the academy. Monitors and evaluates performance of research projects of the Academy. Monitors compliance of the research and development programs/processes with external and internal statutory / regulatory bodies in accordance to established policies and procedures. Recommends guidelines to comply with external and internal statutory/regulatory bodies. Collaborate with the Office of Maritime Education in conceptualizing long term educational programs / reforms in ensuring quality operations. Participates in the hiring of personnel of his/her department. Supports the President in crafting research projects of/for the Academy. Reviews research project terminal reports and submits findings to appropriate entities. Coordinates with the Dean of Maritime Education for assessment of research projects of faculty members and cadets. Gather, analyzes and interprets periodic reports from all sections for Top Management/Board's reporting. Participates to community extension activities initiated by the Academy. Addresses major issues and concerns of the department and of the entire academy in relation to QSS and escalates major issues and concerns to Immediate Superior for appropriate action. Qualifications Phd holder, preferably in the natural sciences filed. Preferably 10+ years experience in research and development, with 5+ years in a leadership role. Proven track record in research publication. Experience leading and managing multidisciplinary teams. Excellent communication, presentation, and interpersonal skills. Active in research.
